1. Organizational Context

  1. Organizational Setting

The post is located in the External Relations Division (ERD), Global Challenges and Partnerships Sector (GCPS). The Division is responsible, inter alia, for strengthening WIPO’s relations with the United Nations (UN) System and other Intergovernmental Organizations (IGOs); for providing assistance to various UN and IGO processes; and for developing institutional partnerships with UN system, private sector, Non-Governmental Organizations (NGOs), and other stakeholders, including Intellectual Property (IP) system users and civil society.

  1. Purpose Statement

The main role of the incumbent is to manage WIPO’s institutional relationship, partnership and interaction with key UN and IGOs stakeholders. In particular, the incumbent coordinates the Division’s work on the interface between IP and climate change, the digital/information society, and trade and development. In so doing, the incumbent is responsible for managing the Division’s engagement and partnership with the International Trade Centre (ITC), the International Telecommunication Union (ITU), the UN Conference on Trade and Development (UNCTAD), the UN Industrial Development Organization (UNIDO), the UN Framework Convention on Climate Change (UNFCCC), the International Renewable Energy Agency (IRENA), the Internet Governance Forum (IGF), and the UN Global Compact.

The incumbent works under the supervision of the Director, External Relations Division.

  1. Work Relations

The incumbent liaises extensively with other programs throughout the Organization.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Represent WIPO in UN/IGO meetings and events, and ensure that WIPO management are kept informed of developments, which have a bearing on the Organization’s mandate and programs, and coordinate participation of WIPO technical experts.

b. Actively liaise with WIPO Programs to identify opportunities where the Organization can make a valued contribution to improve the understanding of the IP system in UN/IGO processes.

c. Provide management with timely reports, analysis and briefings on UN and other IGO processes of relevance to their particular program of work; determine implications for WIPO and the IP system and make recommendations on initiatives and ways to strengthen cooperation.

d. Administer the implementation of Memorandums of Understanding (MoUs) with key UN/IGO partners, and develop joint activities and projects in support of shared global goals such as the Paris Agreement and Agenda 2030.

e. Maintain effective working relations and communication channels with the Division’s network of external stakeholders, and build information networks with potential interested parties.

f. Provide input and support to the Director on the Division’s programmatic and financial planning in line with WIPO’s results-based management principles, including the monitoring of budget and workplan implementation and program performance reports.

g. Conduct research on assigned topics related in particular to the main areas of responsibility.

h. Perform other related duties, as required.

3. Requirements

Education (Essential)

First-level university degree in international relations, political science, law or social science.

Experience (Essential)

At least six years of professional experience in the field of international relations, including in the field of intellectual property, innovation or technology transfer.

An advanced university degree may be accepted in lieu of two years of experience.

Experience (Desirable)

Experience working in an international organization.

Language (Essential)

Excellent knowledge of written and spoken English.

Job Related Competencies (Essential)

Excellent knowledge of the UN system, its processes and negotiations with a particular emphasis on the interface between IP and climate change, trade, and the digital/information society.

Strong diplomatic and interpersonal skills with a proven ability to work effectively across units and to interact and manage relations with international organizations.

Proven analytical and strategic thinking capability, and the ability to navigate complex and/or sensitive topics under multilateral negotiation.

Proven ability to communicate and write effectively, and to work under pressure in responding to time-sensitive requests.

Demonstrated experience in preparing key messages, talking points, and briefing notes.

Good self-management skills and proven ability to coordinate complex tasks horizontally in order to deliver results.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the March 2021 rate of 86.3%
