Background and Purpose of the Assignment

Liberia is a least developed, low-income, and food-deficit country and one of two countries in the world where a nutrient-adequate diet is unaffordable for 86 percent of the population. The country continues to rebuild infrastructure and basic social services after more than 14 years of civil war (1989-2003), the Ebola outbreak (2014-2016) and the ongoing COVID-19 pandemic. The impacts on the country are extensive with nearly 44 percent of the population living on less than US$1.90 per day and 25 percent living in severe multi-dimensional poverty. Despite an abundance of natural resources including conditions that are favorable to agriculture, poor infrastructure, low agricultural production and productivity, land ownership constraints, limited access to education and gender inequalities are among the factors contributing to the country’s chronic food insecurity and malnutrition. The March 2021 food security and post-harvest assessment found an estimated 2.4 million people moderately or severely food insecure (45 percent and 5 percent of the population, respectively), an increase of 50 percent since the last assessment in September 2020.

Diminishing donor funding, due in part to global emergencies such as the COVID-19 responses, the Ukraine-Russia conflict, and others, has left the WFP country office financially stretched to deliver its CSP activities. The reporting demands and engagements and requests by donors, governmental entities and humanitarian and development stakeholders are immense. With ongoing intense efforts to mobilise resources, there are no expectations that this will diminish over the coming year and will only increase.

The country office needs an immediate and experienced external partnerships and reporting officer for at least 11 months who will quickly understand the context, engage with a diverse and complex range of stakeholders, and has the proven ability to deliver substantial analytical work and strategical positioning that the country office requires. The officer is expected to maintain and strengthen the quality of the country office reporting responsibilities; identify, develop and strengthen quality partnerships; and, provide substantial value to WFP’s effective positioning with its external partners in order to attract resources, and advance the work of WFP in Liberia.

What will you do in this position?

Proactively contribute to a partnerships portfolio, including partner profiling, data/trends analysis and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; ensure partner visibility and that partner conditions are met.
Use data to propose options to senior managers and expand support from existing partners, to scope new partners, guided by programmatic assessment and context-specific analysis, with the aim to enhance the impact of WFP’s work and diversify the resource base.
Gather and share partner intelligence (including forecasting), using key information systems, e.g., Salesforce, Factory, WFPgo.
Conduct analyses and draft quality briefs in support of outreach opportunities; solicit inputs from other functional entities, RBD and COs on WFP programmatic offerings that can gain traction with individual partner audiences.
Provide inputs to partnership strategies, including the development of partnership action plans; Develop quality partner proposals and reports by engaging with other WFP entities and external stakeholders.
Facilitate corporate dialogue with partners through networking and information sharing; Proactively highlight strategic issues to senior managers and propose options for the best course of action to nurture trust and partnership growth.
Gather socio-political insights that support WFP’s effective positioning vis-à-vis the Liberia government, and regional and international institutions, with the aim to influence the policy agenda.
In the context of the UN system and multilateral fora, support the development of partnerships and joint events with member states, civil society, and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda, and advance WFP priorities and objectives, based on a basic understanding of member states’ dynamics and interests.
Contribute to the preparation of strategic agreements, joint strategies, and MOUs to promote the SDGs and Zero Hunger on the national, regional, and global agenda, and to assure advantageous outcomes for WFP.
Contribute to preparedness actions, providing technical recommendations and guidance, and monitor defined risks.

Education:

Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or another relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience & Knowledge:

At least five years of a minimum relevant professional work experience in related roles; experience with WFP would be an asset.
First-hand experience in partnerships, reporting, and/or analysis in areas relevant to WFP; knowledge of UN/WFP-specific processes and systems.
Understanding of government and corporate strategies and priorities and experience in developing multi-stakeholder partnerships.
Explored new partnership opportunities, provided inputs into developing solutions with prospective partners and explored new areas to scale-up existing activities.
Designed and managed resource mobilization processes and resource strategies, negotiated contract terms, and provided resourcing advice to senior managers.
Gained experience in using technology and digital tools for data collection, analysis, and shared data-based insights to add value to all partnerships.
Provided advanced technical support and identify opportunities to strengthen partnerships.
Strong written and oral communication skills, including substantive analysis and report writing skills; supported creation of external communications and briefing materials.
Able to supervise and support more junior and/or less experienced team members.

Language: Fluency (level C) in English language.
