Result of Service A direct and timely assistance service provided to Honduras and Paraguay to provide technical support and advice for the implementation of the activities linked to the initial phase of the HPMP II, particularly those related to implementation and follow-up to the certification scheme in good refrigeration practices among technicians in the RAC sector, development of a national seminar on alternative low-GWP technologies and safe handling of flammable refrigerants for RAC servicing sector.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

The HCFC Phase-out Plan Management Plan (HPMP) Stage II for Honduras and Paraguay were submitted and approved in the 86th and 87th ExCom meeting, respectively. Therefore, countries require technical support and advice for the implementation of the activities linked to the initial phase of the HPMP II, particularly those related to implementation and follow-up to the certification scheme in good refrigeration practices among technicians in the RAC sector, development of a national seminar on alternative low-GWP technologies and safe handling of flammable refrigerants for RAC servicing sector, development of stakeholder consultation meetings; and outreach meetings to disseminate regulations.

In virtue of the foregoing, the National Ozone Units (NOUs) have requested UNEP to hire a consultant to provide technical support for the monitoring and implementation of HCFC phase-out II projects in Honduras and Paraguay.

Consequently, the consultant will provide technical assistance both remotely and face to face (if feasible) to Government Officers of Honduras and Paraguay, in close coordination with the Compliance Assistance regional team for Latin America. Specifically, the consultant will be responsible for the following actions:

  • Supports the implementation and follow-up to the certification scheme in good refrigeration practices among technicians in the Refrigeration and Air-conditioning (RAC) sector of Paraguay and Honduras.

  • Supports the development of a national seminar on alternative low-GWP technologies and safe handling of flammable refrigerants for RAC servicing sector in Paraguay.

  • Supports the development of stakeholder consultation meetings; and outreach meetings to disseminate regulations in Honduras.

  • Guides and supports NOUs in preparing reports according to formats established by Small Scale Funds Agreements.

    Qualifications/special skills Skills: * Excellent inter-personal skills for interfacing with government officers, private sector and civil society as well as Programme Officers from Implementing Agencies of Multilateral Fund. * Ability to combine independent work with effectively participation in teamwork, based on information sharing and collective work with peers and supervisors. * Capacity to work in teams and in a multicultural environment. * Excellent communication skills. Academic Qualifications: Master's or comparable degree in mechanical or chemical engineering, environmental sciences, laws or economy, or related area, is required. Experience: At least of seven (7) years of progressively responsible experience in project/programme implementation linked to information outreach, knowledge management or project management support and proven experience in working under the Logical Framework Approach in developing countries environment, is required - Experience in the implementation of Montreal Protocol project, is highly desirable. - Experience in developing technician certification schemes, good refrigeration practices, including handling of flammable refrigerants, is highly desirable. - Experience in working with government officers of the Latin American region, is highly desirable. - Previous work experience in the United Nations system and knowledge on the phase out of ozone depleting chemicals and the Montreal Protocol related matters will be an asset. Language: Fluency in Spanish is required. Working knowledge of English is highly desirable.
