ORGANIZATIONAL CONTEXT

The Executive Board Secretariat is the interface between WFP's Membership (Board Members and Observers) and the WFP Secretariat. Reporting to the Deputy Executive Director, the Board Secretariat: facilitates the interaction between the Executive Board and the Secretariat; provides the necessary services to the Board and its Bureau and conducts annual analysis on the performance and support provided in completing the programme of work of the Board; manages the relationship between the WFP Executive Board and other governing bodies in Rome and New York; fosters exchange of information with Permanent Representations in Rome; collaborates with other Rome-based organizations in fields related to governance, conference servicing and documentation; facilitates the work of the Independent Oversight Advisory Committee (IOAC); and hosts the WFP Library & Research Centre (LRC). The position is based in the Executive Board Secretariat (EBS) and reports to the Deputy Secretary to the Executive Board and Deputy Director, EBS.

JOB PURPOSE

The position supports the EBS interface role between the WFP Secretariat and the Executive Board, assists in the development of analytical tools to monitor the effectiveness of Board Secretariat activities, and contributes to United Nations system-wide coherence and joint governance activities.

ACCOUNTABILITIES/RESPONSABILITIES:

  1. Assist the Deputy Secretary in the development of an annual analytical statistical report on the work of the Executive Board; observe Executive Board and Bureau sessions to gain an understanding of key governance issues facing the organization; analyze the use of Board services, sessions, documentation, tools and the focus of its work, including an analysis of the cost implications of these activities; provide in-depth analysis through the annual statistics report that assists Board members in making decisions to streamline and improve governance processes.
  2. Support, as appropriate, joint United Nations governance activities and coordination mechanisms including with the other Rome-based agencies (FAO and IFAD) and with the Executive Boards of the New York Funds and Programmes (UNDP/UNFPA/UNOPS, UNICEF and UN-Women).
  3. Update regularly induction resources for new members and observers of the Executive Board to provide with a broad overview of WFP's work and governance processes.
  4. Conduct desk research in support of a WFP governance review supporting a senior external expert reviewing current WFP governance frameworks and processes.
  5. Assist in organizing field visits of the WFP Executive Board and Joint Boards as well as in preparations for Joint Board meetings. Liaise with relevant HQ units and/or Country Offices to collect background and preparatory information required in the preparation of the field visits and joint meetings.
  6. Synthesize complex WFP and UN system-wide processes into concise briefs to support the work of the Secretary and Deputy Secretary to the Executive Board. Focus particularly on issues of relevance to Board activities or those related to UN system-wide coherence. Ensure briefs are analytical and tailored to the information needs of the Secretary and Deputy Secretary in carrying out their functions.
  7. Assist in coordinating with the WFP country offices that have their items on the Executive Board session agenda: work closely with the EBS business units concerned to facilitate government participation during each Board session.
  8. Other activities, as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree or University degree with experience and training/courses in one or more of the following disciplines: political science, international relations, public administration or information and knowledge management.

Experience:

3 years post graduate, progressively responsible, job related experience in international humanitarian or development work or experience related to knowledge and information management.

Knowledge & Skills:

• Strong writing, communication, coordination, and interpersonal skills.

• Strong analytical and problem-solving skills.

• Understanding of multilateral diplomacy and governance processes.

• Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook), MS SharePoint, virtual meeting platforms, including Zoom.

Languages:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

Duration:

6 months - (Remote working is optional)

OTHER SPECIFIC JOB REQUIREMENTS

Deliverables at the end of the contract:

- The induction resources updated regularly.

- The preparation of the 2021 annual statistical report well supported.

- Field visits well coordinated with Front Office/Country Office/ Regional Bureau staff.

- High quality briefs prepared in a timely manner.

- Desk research conducted to support EBS management.
