Contract

OBJECTIVES OF THE PROGRAMME

Promote national response and build national and regional capacity to manage NCDs, mental health, nutrition and environmental health, injuries, disabilities, rehabilitation, food safety, including multisectoral and health in all policies approach.

DESCRIPTION OF DUTIES

Under the direct supervision of the Director of Department/ Head of Unit, the incumbent may be required to perform the following functions:

A. GENERAL ADMINISTRATIVE DUTIES:

  1. Compile & maintain relevant information, prepare/assemble information/notes relating to Senior Staff Meetings, Meetings of WHO Representatives (WRs), Subcommittee for Policy and Programme Development and Management (SPPDM), & other important meetings;
  2. Initiate administrative follow-up actions, as necessary, in response to Regional Director’s (RD) and DPM’s directives as well as for meetings of Regional Committee (RC)/Executive Board (EBs)/World Health Assembly (WHAs) and maintain tracking for the actions.
  3. Coordinate secretarial support through review of day-to-day work of the secretaries with the Regional Advisers (RA)/Professional staff in Unit, ensuring optimal use of secretarial staff including temporary assistance, controlling overtime requests and providing coverage for preparing leave plans and maintaining absence and leave records of all staff of the Department in GSM. Overview secretaries’ work performance, attendance and discipline in the Department and discuss with staff members and their supervisors and make suggestions to the Director of Department/ Head of Unit for improvement;
  4. Screen all incoming correspondence, documents and reports, identify and highlight important issues for urgent action/decisions, submit to the Director with full background information obtained from the technical units;
  5. Review outgoing correspondence including those prepared by the technical units for accuracy of information, format, related instructions and for conformity with the established procedures and discussing shortcomings with the concerned staff;
  6. Coordinate the technical units’ input for briefings, reports, follow-up actions, etc.

B. PROGRAMME MONITORING RELATED DUTIES:

  1. Assist Director/ Head of Unit/Programme Operations Officer/ RAs etc in the preparation of HR and Activity Workplans;
  2. Assist Director/ Head of Unit in the distribution of budget allocated in the beginning of biennium and linking/mapping the same to HR and Activity Workplans;
  3. Assist Director/ Head of Unit in the distribution of AC and VC/CVC funds among all technical units throughout the biennium;
  4. Assist Director/ Head of Unit in the preparation of ADRs/Programme Changes and in the Work Plan funding and Award budgeting of the funds to HR and Activity Workplans;
  5. Assist Department/Unit in the management of all resources and their timely and optimal utilization as per the approved HR and Activity Workplans;
  6. Assist on a regular basis in the creation of positions and work closely with PPC for changes in position parameters as appropriate;
  7. Guide staff of the Units in linking/shifting planned costs and funds from activities to HR Plan and vice-versa;
  8. Provide regular assistance to Director/Head of Unit by maintaining statistical data/reports on approved budget, encumbrances, expenditures, etc.;
  9. Keep records of proposals pending implementation for lack of funds and bring these for approval from overall savings nearer the close of biennium;
  10. Coordinate GEAs and other meetings organized by the technical units and all related actions;
  11. Initiate administrative actions for the recruitment of personnel and perform all HR actions of the Department in the GSM.
  12. Perform any other duties as advised by the Supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of Secondary school education. Desirable: Training in secretarial practices/Business Administration. University degree is an asset.

Experience

Essential: At least 10 years’ experience in administrative positions. Desirable: International experience in WHO or other UN/International Organizations.

Skills

  • Thorough knowledge of SEARO Office procedures, practices, forms, etc. Good knowledge of organizational structure of technical and support programme units. The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO.
  • Ability to draft clearly and concisely correspondence/reports, take notes at technical meetings.
  • Ability to handle work in a timely and accurate manner with tact and discretion, as required.
  • Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training

Other skills (eg IT):

Proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook etc.) and standard office equipment. Good working knowledge of GSM (or other Oracle-based ERP systems) is desirable.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,367,639 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
