Duties and Responsibilities Background:

The Human Resources Service Division (HRSD) within the Department of Operational Support, in partnership with the Office of Human Resources (OHR) in the Department of Management, Strategy, Policy, Compliance, is seeking to conduct an evaluation of the Young Professionals Programme (YPP). YPP is a recruitment initiative for talented, highly qualified professionals to start a career as an international civil servant with the UN Secretariat. It focuses on supporting the organization in achieving geographical representation of un and underrepresented Member States.

The current format of the YPP was approved by the General Assembly in March 2011 to rejuvenate the organization, provide an infusion of young talent and fresh ideas, and improve the representation status of Member States. - The purpose of the review will be to: - Evaluate whether the initial mandate of YPP is being met - Evaluate the YPP experience from various perspectives (internal and external) - Evaluate the resources and funding allocated to YPP - Make recommendations for the future of the program

The scope of the review will include all phases of YPP: talent outreach, examination process, placements, managed reassignment program, career support and progression, retention, and its governing administrative instructions.

The consultant must have professional experience in program evaluation, preferably in a public sector international organization. The consultant will coordinate all phases of the evaluation, including data collection and analysis, survey development and analysis, focus group and interview facilitation, and report writing. This individual will report to a project manager and collaborate with YPP focal points internally.

The Consultant will first conduct a document review and liaise with YPP focal points across HRSD and OHR to gain an understanding of YPP, the objectives of the evaluation, scope, stakeholders, risks, etc. Following this initial learning phase, the Consultant will submit a proposed project plan as the first deliverable, approximately 10 working days after start. This proposed project plan will contain the project information and strategy of the review, along with detailed planning of the review with timeline.

The Consultant will be expected to drive each phase of the evaluation, with input and support from the YPP focal points in HRSD and OHR. This includes:

- Project planning (as described above, and as approved by internal UN project Board.

- Information and data collection and analysis - conduct a literature review to concretely identify the agreed upon mandate at the inception of YPP (i.e., rejuvenating the workforce and improving the representation status of Member States); conduct quantitative data analysis focusing on representation status of the Member States, geographic representation, and gender; conduct an analysis of YPP career trajectory (pending accurate data).

- Survey development and analysis, interviews and focus group facilitation - gather information from the stakeholder groups via: surveys (staff, hiring managers, candidates, and Member States), focus groups (staff and HR partners), individual consultations (sample of Member State representatives).

- Report writing - including recommendations for the future of the program – both those that do not require policy change and those that may.

The Consultant will provide regular progress updates (exact frequency to be determined), draft findings and report content, and will adjust plans and deliverables based on feedback received.

Qualifications/special skills Academic Experience: - Advanced university degree (Master's degree, equivalent or higher) in a relevant field within Behavioral & Social Science or Business Administration, such as: public administration, business management, human resources management, project management. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Required Work Experience: - A minimum of seven years of progressively responsible experience in program evaluation and project management is required. - This includes mastery of techniques and methods of data collection and quantitative analysis, survey design and analysis, facilitation of interviews and focus groups, and report writing. - At least five successfully completed program evaluations, including quantitative and qualitative analysis. - Experience working with public sector and international organizations.

Desired Work Experience: - Experience conducting a program evaluation related to a human resources function.

Language Requirements: - English and French are the working languages of the United Nations Secretariat. For this job opening, fluency in English is required.
