1. Organizational Context

  1. Organizational Setting

The post of ERP Transformation Project Manager (ETPM) is located in the Enterprise Business Capabilities Section, Enterprise Solutions Division (ESD), Department of Program Planning and Finance.

The Enterprise Solutions Division is responsible for the evolution and maintenance of WIPO’s portfolio of ERP Administrative and Management applications collectively known as the Administrative Integrated Management System (AIMS). AIMS portfolio of products includes a combination of commercial off the shelf (COTS) and custom developed applications based on Oracle Hyperion, Taleo, PeopleSoft FSCM & HCM, Acuity Stream (for risk management) and others.

  1. Purpose Statement

This is a project post under the approved Capital Master Plan AIMS 2.0 Transformation project. ESD is embarking on a large phased enterprise applications transformation, involving projects such as cloud migration, applications decoupling, CRM implementation, nGen Analytics, Board (EPM) and nGen ERP transformation.

The ERP Transformation PM is responsible for overseeing these projects on a day-to-day basis and bringing together related streams of work into an aligned program and delivering a holistic solution.

The incumbent works with stakeholders from across the Organization to ensure the successful delivery of project goals. S/he will manage these projects in relation to their acquisition, design and implementation balancing scope, budget, schedule, business alignment, competing priorities, project risks and communications and ensure project completeness, quality, and timely delivery.

The incumbent works under the supervision of the Enterprise Business Capabilities Section Head.

  1. Work Relations

The incumbent works closely with internal and external stakeholders, in particular, with application support teams, existing test and quality assurance resources and with the development and maintenance teams of the operational systems that are the subject of this transformation project.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Take responsibility for the definition, documentation and successful completion of all phases of complex projects; identify, analyze, plan and design project objectives, approach and scope based on business needs; manage the implementation, documentation against agreed project management standards and realization of benefits for key business technology projects.

b. Monitor project milestones, and key performance indicators; identify and resolve potential issues; track actual vs. projected expenses, analyze variances, and forecast spend; propose project risk remediation to project boards for review and decision-making; develop dashboards and other monitoring tools to track and effectively communicate implementation progress.

c. Work closely with all project stakeholders, considering views of all stakeholders and addressing issues; ensure that products and services are aligned with expectations and business needs.

d. Ensure an effective system of project governance through the provision of expert advice to Project Boards on risk-based project priorities, dependencies, and investment decisions, organization of Project Board meetings and action tracking and conducting formal reviews at project completion to confirm acceptance and satisfaction by stakeholders.

e. Lead and direct project team consisting of internal project team members and external service providers; empower and motivate the team and encourage a sustainable pace with high-levels of quality; monitor and evaluate team performance against plans.

f. Develop documents for tendering exercises, evaluate responses and assist in the selection of service providers and vendors.

g. Work with Change Management teams to establish and execute the deployment plans for the assigned projects, ensuring that the deployment model remains current and integrated with other projects.

h. Provide support for the preparation of WIPO Program and Budget and Performance Reports, with an emphasis on data validation and analysis.

i. Carry out any other related duties as required.

3. Requirements

Education (Essential)

Advanced university degree in business administration, finance, economics, computer science, marketing or a related discipline. A first-level university degree in a relevant discipline plus two years of relevant experience in addition to the years of experience requested below may be accepted in lieu of an advanced university degree.

Qualification in project or program management such as PRINCE2, and/or MSP.

Experience (Essential)

At least seven years' relevant professional experience in regulated industries, preferably Financial or Information Technology, or related to Intellectual Property.

Several years' experience managing business technology projects, programs or portfolios related to Enterprise Resource Planning (ERP), systems analysis and design, or customer experience practices, involving the processing of sensitive information across multiple IT and business teams.

Experience (Desirable)

Experience in managing business technology projects and programs in the areas of ERP applications and/or cloud transformation.

Good knowledge of one or more of the following business work streams: Procure-to-Pay, Finance, human capital management and program planning and budgeting.

Language (Essential)

Excellent written and spoken knowledge of English.

Language (Desirable)

Knowledge of other UN official languages, particularly French.

Job Related Competencies (Essential)

Knowledge of project management frameworks and leading tools in the areas of estimation and cost management, cost benefit analyses, business case development, business value demonstration, contract management, and effective program performance reporting.

Familiarity with PMBOK, TCM, agile and lean project management, and tools such as Microsoft Project.

Familiarity with a broad range of technologies supplemented by in-depth knowledge in specific areas of relevance.

Excellent project and change management skills.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

Excellent analytical and problem-solving skills.

Excellent knowledge of quality management principles applied to software engineering.

Excellent knowledge of software testing techniques.

Good knowledge of Systems development life cycle (SDLC).

Job Related Competencies (Desirable)

Knowledge of PeopleSoft, Oracle eBS, Fusion, Workday or other similar technologies.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the November 2022 rate of 78.6%

* Initial period of one year, renewable, subject to funding and satisfactory performance. Fixed-term appointments granted for approved projects shall be for a period whose minimum and maximum duration are tied to the funding and terms of reference of the project. The overall duration of a fixed-term appointment for a project shall normally not exceed five years. Fixed-term appointments granted for approved projects shall not be converted to a permanent or continuing appointment.
