ENVIRONMENT AND NATURAL RESOURCES SUSTAINABLE MANAGEMENT (ENSM) SUB GROUP LEADER

Organizational Setting:

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines: The Environment and Natural Resources Sustainable Management (ENSD) Sub-Group Leader reports to the Socio-Economic & Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA) and Environment and Natural Resource (ENR)/ Forestry Team Leader.

Technical Focus:

The work of FAO in the Philippines is guided by its Country Programming Framework (CPF). This supports the government in addressing challenges in improving food security and nutrition, enhancing agricultural production and productivity, sustainable management of natural resources and improving agricultural adaptation from Climate Change and Disaster Risks.

CPF supports the objectives and strategies of the new government for the Agriculture sector, as laid out in the Philippine Development Plan (PDP) 2017-2022, specifically:

Chapter 8 - Expanding Economic Opportunities in Agriculture, Forestry, and Fisheries Chapter 10 - Accelerating Human Capital Development Chapter 11 - Reducing Vulnerability of Individuals and Families Chapter 14 - Vigorously Advancing Science, Technology and Innovation Chapter 17 - Attaining Just and Lasting Peace Chapter 20 -Ensuring Ecological Integrity, Clean and Healthy Environment

The three integrated PDP Country Outcomes which will be given utmost consideration in all facets of FAO interventions, are (1) Improved nutrition for all; (2) Expanded economic opportunities in agriculture, fisheries, and forestry (AFF) and ensured ecological integrity, clean and healthy environment and (3) Reduced vulnerabilities among individuals and families and just and lasting peace achieved.

Tasks and responsibilities

The Environment and Natural Resources Sustainable Management (ENSD) Sub-Group Leader will carry out the following tasks:

• Provide backstopping support in the implementation, supervision and monitoring of ENR, CCA and DRR initiatives, including technical, operational and administrative support to project teams to ensure that requirements for project implementation are met; • Oversee and provide guidance on the formulation and implementation of initiatives on agriculture, biodiversity, agro-enterprise, farm tourism, forestry, environment and natural resources, DRR and CCA; • Act as the Officer-in Charge in the event that the SEFDC Team Leader is away from office or unable to perform his/her duties; • Ensure continuity of work within the sub-group and supervise sub-group members who are supporting the implementation of initiatives • Provide operational support in the implementation of project activities in coordination with project teams (Organize and/or facilitate trainings, workshops, seminars, conferences as part of the projects’ activities) • Coordinate with relevant government agencies/stakeholders who are current and potential partners for project implementation; • Provide operational support in the implementation of project activities in coordination with the project teams, • Contribute to resource mobilization efforts and expanding the current FAO portfolio by, among others, providing technical support to the FAO programme team in identifying potential project ideas and formulation of concept notes and detailed project proposals related to Climate change, Disaster risk reduction and management, environment and natural resources, agriculture, biodiversity, agro-enterprise, farm tourism, forestry;Coordinate with the relevant technical divisions in FAO Headquarters and the Regional Office for Asia and the Pacific in Bangkok regarding comments and recommendations on various proposals for possible FAO assistance • Engage in strategic discussions and maintain close liaison with development partners, such as the Government counterpart officials, local government units, donors and civil society; • Actively engaging in the PFSD and other inter-agency committees/working groups/task force • Participate in workshops and seminars organized by other UN agencies, Government, donors and civil society related to Climate change, Disaster risk reduction and management, environment and natural resources, agriculture, biodiversity, agro-enterprise, farm tourism, forestry • Carry out any other relevant duties within his/her technical competence as may be requested by the FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced University Degree in Agriculture, Biodiversity, Environment and natural resources, Disaster Risk Reduction and Management and Climate Change Adaptation or other related fields. • At least 6 years professional experience on project management related to agriculture, rural development, farm tourism, forestry, environment and natural resources, DRR and CCA • A National of the Philippines

Technical/Functional Skills • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point). • Language requirement: Excellent written and oral communication skills in English • Familiarity with FAO operational procedures is an advantage • In line with FAO policy, commitment to placing accountability to people affected by disaster framework at the core of FAO’s emergency policy and practice, from preparedness up to the onset of an emergency in all phases of the programme cycle
