Organizational Setting

The Office of Climate Change, Biodiversity and Environment Division (OCB) assists member countries in policy development, planning and responses towards the challenge of climate change. It provides a coordination role in FAO on climate change and related climate smart agriculture issues as well as disaster risk reduction and climate risk management and climate finance as well as bioenergy. The Energy-Smart Agrifood System (ESAS) Programme has the overall aim of increasing access to sustainable energy in agrifood systems through innovative, green energy solutions. The programme covers all aspects of energy within agrifood systems: it aims to take advantage of possibilities for producing sustainable bioenergy FROM agriculture, whilst enhancing the use of renewable energy sources FOR agriculture, as well as taking care of improving the efficiency and sustainability of energy in agriculture. The Programme supports countries and practitioners to find viable innovative energy solutions to build back better by establishing a pathway to green growth and One Health. ESAS work addresses the needs of energy in agrifood systems by supporting the implementation of national and regional strategies, action plans, and programmes to achieve SDG targets related to poverty reduction, food security, sustainable energy, reduction of inequality, climate action and life on land towards the fulfilment of the 2030 Sustainable Development Agenda and the 2030 Paris Agreement. The programme also supports governments and other stakeholders announcing pledges to achieve net-zero emissions by 2050.

Reporting Lines

The ESAS Consultants will work under the overall technical supervision of the Energy Team Leader and/or FAO decentralized Office, as appropriate. When activities are carried out in countries, the consultant will be required to work in close collaboration with the FAO Representation in the relevant country of assignment, as well as the relevant FAO regional office.

Technical Focus

Supporting the implementation, further knowledge development, and training and dissemination activities of FAO’s portfolio of ESAS projects through the provision of expertise in relevant aspects of the Energy-Smart Agrifood System (ESAS) Programme.

Tasks and responsibilities

ESAS Consultants will support FAO, national counterparts and partners in the programme of work of FAO’s ESAS programme including country level activities, knowledge sharing and generation, capacity building and further development of areas under the ESAS programme. Specific tasks would concern as appropriate: • Implementation of ESAS projects and project components, including implementation of country level activities; • Knowledge generation and dissemination materials related to ESAS; • Further development or upgrading of components of the ESAS programme; • Writing of concept notes, project proposals and other relevant documents that contribute to ESAS programme implementation; • ESAS training and information materials;

• Preparation of ESAS project documentation and proposals; • Review of relevant programme documents; • Liaison with relevant FAO units (or other organizations) relevant to their assignment to obtain guidance and advice on specific • elements; • Participation in country missions related to ESAS projects – from project preparation idea to final appraisal; • Coordination of inputs to ESAS project proposals; • Technical support for the organization of meetings and workshops; • Any other duties related to ESAS programme as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in energy, engineering, agricultural sciences, natural resources management or a related field; • One to four years (for Category C) of relevant experience (energy-agrifood links,), and at least five years relevant experience for Category B in energy-agrifood links; • Working knowledge of English and limited knowledge of one of the other UN official languages Arabic, Chinese, French, Spanish or Russian (for consultants); Working Knowledge of English (for PSAs).

Selection Criteria

• For PSAs limited knowledge of one of the other UN official languages - Arabic, Chinese, French, Spanish or Russian would be considered an asset. • Work experience in one or more areas of work of the Energy-Smart Agrifood System (ESAS) Programme; • Extent and relevance of experience in renewable energy, including renewable energy technologies, renewable energy • potential assessments, financial and economic assessment of renewable energy projects implementation of renewable • energy projects, and monitoring and evaluation of renewable energy programmes or projects; and/or • Extent and relevance of experience in energy and agrifood systems (technical analysis, analysis of financial, economic, • social and environmental costs and benefits, implementation, monitoring and evaluation); and • Familiarity (base level consultant) or in-depth knowledge (middle level consultant) with the tools of FAO’s Energy-Smart Agrifood System (ESAS) Programme or energy and renewable energy assessment tools.
