Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security. The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.

Main Purpose

Reporting to the Response System Coordinator, the Emergency Response Officer implements operational activities related to the IAEA's response to international and national nuclear and radiological events, so that the IAEA can fulfil its legal obligations under the Convention on Early Notification of a Nuclear Accident and the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency. This includes: to prepare, implement and evaluate table-top and field response exercises (ConvEx), including developing relevant documentation and providing related training. The Emergency Response Officer will also review and propose solutions to the technical issues identified during the emergency response exercises; S/He will work together with Member States and International Organizations to maintain and revise the information exchange arrangements (including procedures, response checklists and instructions) needed for the IAEA to serve the international community as the global focal point and leading technical reference for response to nuclear and radiological crisis, incidents and emergencies.

The Emergency Response Officer will contribute to the delivery of IEC’s programmatic activities related to the implementation of the international response arrangements for nuclear and radiological emergencies, and to the provision of emergency assistance in the framework of the Assistance Convention.

Role

The Emergency Response Officer is: (1) a technical expert on emergency preparedness and response (EPR); (2) a specialist in developing and implementing activities aimed to consolidate the response capability of the IEC, as well as in implementing EPR arrangements at international, regional and national level; (3) an expert in developing and reviewing the IEC’s existing arrangements for information exchange in nuclear and radiological incidents and emergencies, acting as an International Liaison Officer, reviewing and strengthening operational arrangements with relevant international organizations and bodies.

Functions / Key Results Expected

Implements the IEC’s operational roles in response to nuclear and radiological incidents and emergencies.

Evaluates relevant information and feedback from the response to nuclear and radiological incidents and emergencies and from exercises to identify trends and areas for further improvement of the international response arrangements for nuclear and radiological emergencies and for improvements related to the IAEA’s IEC.

Develop the relevant documentation of the arrangements for information exchange, including procedures, response checklists and instructions for use within the IEC.

Design, prepare and conduct activities aimed to consolidate the response capability of the IEC and the implementation of the international response arrangements for nuclear and radiological emergencies.

Prepare and conduct field response activities and activities related to the preparation, conduct and evaluation of nuclear and radiological incidents and emergencies response exercises, including the development of relevant documentation and the provision of related training.

Provide assistance and relevant expertise to the IEC and participate in associated training and exercises.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

University degree (Bachelor's) in nuclear physics, radiation protection, physics or other related field.

Advanced degree (Master's) in nuclear physics, radiation protection, physics or equivalent is an asset.

Minimum five years of experience in emergency preparedness and response to nuclear or radiological incidents and emergencies or in nuclear safety, nuclear security or radiation protection; of which three years of experience in preparing and conducting emergency response operations for nuclear and radiological incidents and emergencies at national and international level, including implementation of the arrangements related to the providing of emergency assistance in the framework of the Assistance Convention.

Experience in response to nuclear and radiological emergencies is desirable.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62692 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 23510*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
