JOB PURPOSE

WFP is committed in supporting Government of Bangladesh and its bodies in charge of Emergency Preparedness and Response – notably the Ministry of Disaster Mitigation and Response (MoDMR).

In this light, WFP Bangladesh Country Office created the EPR Officer role with two main goals:

- providing MoDMR required Technical Assistance contributing at the implementation of the national strategy of disaster management, support its update and finally contribute at national capacities strengthening in emergency preparedness and response.

- ensuring a coordinated and integrated approach to EPR across the different WFP units and sectors, achieving a common vision and gradually instituting a mindset of advance planning.

The candidate is responsible for maintaining and nurturing MoDMR relations, ensure that national priorities are effectively identified and that WFP contribution to their progresses is acknowledged, and is effective.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Activity Manager 1 (Emergency Response) and managing a team of national staff, the candidate will be responsible for strategic and operational management of EPR activities, and for coordinating and implementing EPR activities in Bangladesh, with clear linkages to the Country Office’s plans and projects. Specific tasks include: 1. Lead the definition and negotiation of WFP technical assistance to MoDMR and develop and fundraise and manage its implementation. 2. Represent WFP, ensure leadership and prepare eventually organised events at the Local Consultative Group – Disaster and Emergency Response; the national platform for EPR coordination. 3. Draft, review and update strategic documents, concept notes and project proposals in collaboration with Partnership unit and under the supervision of Activity Manager SO1. 4. Support national authorities and WFP social protection teams to plan, negotiate and deliver SIMEX exercises leveraging national social protection systems. 5. Lead implementation of the Emergency Preparedness and Response Package (EPRP), including implementation of Minimum and Advanced Preparedness Actions (MPAs/APAs) and review of the risk register. 6. Operationalize business continuity measures for cyclones and other risks, and act as custodian of WFP National Business Continuity Plan and Critical Staff list. 7. Facilitate regular EPR meetings with technical heads and ensure coordination of preparedness activities ahead and during the monsoon and cyclone seasons. 8. Proactively reach out Units and Sectors to identify preparedness gaps and provide recommendations to Management. Support as requested in their implementation. 9. Roll out the EPR for Retailers project in the refugee camps, including phases of minimum and advanced preparedness actions, based off WFP’s EPRP structure. 10. Represent WFP at the inter-agency Emergency Preparedness Working Group (EPWG) and provide input to joint continency planning documents and discussions. 11. Coordinate the provision and dispatch of Personal Protective Equipment for COVID-19, in close collaboration with Procurement, Supply Chain and Admin. 12. Identify training needs on emergency preparedness for WFP staff, partners, or at the inter- agency level. Organize and facilitate capacity-building exercises (SIMEX, TTX) where gaps are identified. Support from the EPR RBB team and HQ can be requested. 13. Advocate for the implementation of forecast-based financing (FBF) in Cox’s Bazar District. The EPR Officer will support the FBF programme design and will be responsible for managing the FBF portfolio, in close collaboration with the Deputy Emergency Coordinator Programme. 14. Support the Civ-Mil Advisor on various projects, including the development of fire safety strategy in the refugee camps and/or the development of a Civ-Mil portfolio focusing on access to the camps. 15. Any other tasks as requested by Management.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Advanced University degree in International Affairs, Economics, Nutrition/Health, Environmental Science, Social Sciences or other field relevant to international development assistance.

WORK EXPERIENCE: Overall Five (5) years of work experience in UN organizations, international and/or national NGOs, Government entities or private sector with a focus on humanitarian work or public policy

LANGUAGE : Fluency (level C) in English language.

OTHER SPECIFIC JOB REQUIREMENTS

  • Experience in organizing and facilitating emergency simulation exercises (TTX, SIMEX).
  • Experience implementing projects at a field level involving national Cooperating Partners and/or Government counterparts.
  • Knowledge and experience of inter-agency coordination at the field level.
  • Ability to manage discussions with experts in WFP technical areas, especially VAM, CBT, GIS, Engineering, Retail.
  • Professional familiarity with the Cluster Approach and the international humanitarian response architecture, including coordination mechanisms, humanitarian reform, and funding mechanisms.
  • Experience working in collaboration with a diverse array of humanitarian actors, including governments, NGOs, UN agencies, civil society, etc.
  • Experience in country-level humanitarian operations in large-scale emergencies is an advantage.
  • Experience supporting emergency food assistance (in-kind and/or CBT) programming and distribution is an advantage.

• Updated EPRP, including MPAs, APAs, Emergency Folder and Risk Register.

• APAs for Cyclone and APAs for Pandemics.

• Updated BCP and Critical Staff Lists.

• Full coverage in PPE for WFP staff and activities.

• Roll out of Retailers’ Preparedness project.

• Capacity-building exercise (SIMEX or TTX) on Pandemics, Conflict, Cyclone, or other key risks identified, for WFP staff, CPs and/or the Army and Government counterparts.

• SOPs with the Army on access to camps post-disaster.
