The mission of WHO’s Emergencies Management and Response Programme (EMR) is to assist Members States in responding to public health emergencies and build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. WHO Regional Office for Africa has been supporting Member States to enhance their preparedness and response capacities and capabilities being done through the Incident Management Support Teams (IMST). The EMR Unit has been managing acute and protracted events in support to countries. The Emergency Management Support (EMS) Unit within the EMR Team focuses on providing efficient coordination and management support to the program activities in acute events management to achieve the programme objectives in line with the Mission of the Organization. The incumbent will provide support to the EMS team as well as the EMR program. This work will include supporting the implementation of the unit plan, assist in effective management support activities of the EMS unit in order to ensure effective delivery of the program.

During deployment, the duties may be modified, based upon the needs of the Programme.

Reporting to the EMS Unit Head and the EMR Program Manager, and working closely with counterparts within the EMR programme and EPR cluster, the UN Volunteer will undertake the following tasks: • Support quarterly, semi-annual and annual emergency management support pro-gramme reporting. • Ensure the timely and accurate submission of reports, and ensure completeness and transparency. • Work with EMS staff to ensure that the requirements of reporting are understood and adhered to. • Support the development, refine and improve templates and define the annual planning / strategy timeframes for EMS unit • Support compiling of mid-year and year-end reviews of progress against plans and coordinating input from colleagues to produce a transparent, robust, realistic view of organizational progress. • Support monitoring of the implementation of EMR projects and grants, ensuring that implementation, expenditure and reporting are consistent with plans and projects. • In collaboration with the SHOC team, track all tasks in vSHOC and monitor implemen-tation of Incident Action Plans by the incident management support team (IMST) action points. • Support inter unit/program communication and collaboration with HUBs through moni-toring and reporting on action points, to ensure the deployment of health emergencies response actions. • Attend various meetings, coordinate relevant activities, ensure predictable follow-up on agreed action points with relevant stakeholders. • Ensure EMS unit meeting minutes are properly documented and uploaded in the shared drive. • Support documentation of performance standards of health emergencies and other events • Track all EMS tasks for close follow up with colleagues. • Follow up with EMS colleagues for their reports, collate and submit to first level super-visor • Develop efficient and innovative solutions to implement sound project manag-ment processes and principles. • Perform any other related duties, as required by the functional supervisor.

Desirable • Prior relevant work experience in WHO/UN system, health cluster partners, relevant non-governmental or humanitarian organizations, is desirable.

Computer skills: • Sound skills in Enterprise Resource Planning Oracle systems or similar packages; • Strong computer skills in office applications including Excel, PowerPoint, and Word.

Functional Knowledge and Skills: • Proven skills in planning of public health programmes • Strong analytical skills and ability to analyse and synthesize information from multiple sources; • Excellent knowledge and expertise in project design, monitoring and evaluation; • Strong professional skills in the development of reports and persuasive documents.

The Republic of Congo is a low-middle income country, located in Central Africa sub-region.

The country shares boundaries with Gabon in the South-West, Cameroon and Central Republic Africa in the North and North East, the Democratic Republic of Congo in the East, Angola and Atlantic Ocean in the South.

Since 2014, the Republic of Congo is experiencing an economic downturn, affecting the economic growth (-5 per cent in 2017). Because of the persistent drop in the price of oil, this situation drove to the decline of the gross domestic product per capita, from $3,196 in 2013 to $1,658 in 2017. Nevertheless, the country is globally stable and safe in the main urban and rural areas.

Frequent disruptions are recorded in the electricity supply, particularly in Brazzaville (political capital) and Pointe-Noire (economic capital). The living cost is relatively affordable, but some concerns with the cost of decent housing should be noted. The population enjoys dressing in style and loves music both profane and religious.

According to United Nations security standards, life and travel in Brazzaville and in the other areas major are secure.

The Republic of Congo is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
