Organizational Setting FAO in Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security; (ii) Enhancing Local Production of Nutritious Food; (iii) Livestock Protection and Dairy Sector Support; and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF.

The position is located in the FAO Representation in Kabul, Afghanistan.

Reporting Lines The Emergency and Rehabilitation Officer (Programme) reports to the Senior Emergency and Rehabilitation Officer (Head of the Field Programme Unit) under the overall guidance of the Deputy FAO Representative.

Technical Focus Support the implementation of FAO's emergency and resilience agenda in Afghanistan.

Key Results Research, technical analysis and project related services to support the delivery of programme, projects, products and services.

Key Functions • Supports food and nutrition security assessments, emergency response, policy related and/or funding/project related data and information. • Produces various reports, proposals, programme/project documents, position papers, policy briefs and financial/donor reports. • Participates in project and programme formulation and provides technical and/or administrative support to ongoing operational emergency and recovery projects. • Maintains effective working relationships with key stakeholders throughout the project cycle, including to support implementation; facilitates monitoring and compliance issues and submission of reports, as required. • Supports resource mobilization activities, including corporate appeals, donor macrogrants, Central Emergency Revolving Fund (CERF) / Special Fund for Emergency and Rehabilitation Activities (SFERA) submissions, annual appeals and mid-year reviews; maintains information and prepares related reports. • Maintains and updates information systems, databases and web pages. • Performs other duties as required.

Specific Functions • Analyses technical, food security and nutrition assessments and related policy documents; supports consolidation of findings and presentations to key partners. • Provides support to emergency and resilience project formulation in close coordination with the technical teams. • Supports liaison with donors, preparation of budgets, log frames and workplans. • Supports Humanitarian Country Team (HCT), UN Country Team (UNCT) and UN Programme Management Team (PMT) processes; including the Humanitarian Needs Overview (HNO) and the Humanitarian Response Plan (HRP) planning and reporting exercises, articulating FAO's contribution, needs and target setting. • Collaborates closely with technical teams, seeks inputs for the design of livelihoods assistance packages and formulation of projects. • Facilitates project appraisal and technical clearances by relevant units in the Regional Office for Asia and the Pacific and headquarters. • Keeps track of contributions received and status of project implementation; anticipates delays and proposes corrective measures and reprogramming of activities if/as required. • Prepares briefs for FAO Management; reflecting needs, gaps and progress in implementation of the emergency and resilience programme. • Prepares for and participates in PMT and if required HCT and/or UNCT meetings; provides inputs to strategic documents and supports advocacy efforts to ensure sectoral needs are fully reflected. • Formulates correspondence for engagement of FAO Afghanistan management in UN and HCT processes. • Encourages linkages between different programme areas, in particular communications and learning between programming Monitoring, Evaluation, Accountability and Learning (MEAL) and food security analysis teams.

Minimum Requirements • Advanced university degree in political sciences, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries) or related field; • Three years of relevant experience in public and/or private sectors related to programming, planning and technical cooperation in food and agriculture, including experience in developing countries, especially in countries that are vulnerable to disaster or other emergency risks; • Working knowledge (proficient – level C) of English and limited knowledge of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

* If a candidate fails to meet the minimum requirement of (intermediate) limited knowledge of the second language, they may be still considered in the selection process on the condition that if they are subsequently appointed to the post they will undergo obligatory language training until the required level is reached.

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Extent and relevance experience in humanitarian policies development, emergency and resilience programme formulation and implementation, in particular, in protracted crisis context. • Extent and relevance of experience in needs assessments, cluster coordination, UN consolidated appeal process and/or emergency operations for Level 3 emergencies. • Extent of knowledge of international humanitarian architecture, including agencies, Non-Governmental Organizations (NGOs) and other partners.
