Result of Service The consultant's outputs will improve the eRegulations/Trade Portal systems user experience and contribute to the smooth exchange of information among agencies in charge of trade procedures and traders.

Effective working time: 6 months

Duties and Responsibilities Under the supervision of the project coordinator and in liaison with other national and international experts, the consultant will support the implementation of the Business Facilitation Program’s activities. S/he will participate in the system design, development and implementation of complex systems, provide specialized advice to users, analyze users' requirements and translate these into new applications and research, analyze and evaluate new technologies and make recommendations for their deployment. In particular, s/he will be entrusted with the following tasks:

1. Migration of the data layer a. Possibility of use any database server and backend b. Total control of the business logic c. Warranty on reliability and easy maintenance

2. Improvements on the admin applications a. Possibility of management for RTL systems (Right To Left languages) b. Ability to search using Unicode (activate any language) c. Improve the configuration of section visibilities d. Add sections for additional information

3. Product widget with Generic Database builder (DGB) products a. Embeddable in any system b. possibility of use several data sources

4. Implementation of a new layout for public application a. Improve user experience based on their feedback b. Improve the search functionalities c. Add products and procedures in the catalog and repositories d. Better management of menus and sections in admin application

5. When-applicable feature to improve the visualization of the procedures a. Show tooltip explaining why the procedure is applicable b. Click the option to display detailed information why it is applicable

Qualifications/special skills Academic Qualifications: Advanced university degree (master's degree or equivalent) in Information Technology or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Experience: At least 10 years of experience in developing information systems and web development. Experience of work with UNCTAD's eRegulations/Trade Portals/eRegistrations systems is desirable. Language: Fluent in written and spoken English.
