Description of Organization: Asia/TS provides technical and analytical support to Asia and Mission leadership teams and to intra-agency and interagency partners on strategy formulation and execution in support of the Administration's foreign policy priorities. To advance these priorities, Asia/TS designs, procures, and manages regional and transboundary activities that bolster field-based programming. Asia/TS's five technical divisions provide analytical support to field and Washington, DC-based clients in key areas, such as political and economic stability, climate change and natural resource management, agriculture, health, education, democracy and governance, economic growth, and energy infrastructure. Asia/TS provides technical direction on the Bureau's interactions with the National Security Council and the interagency. Asia/TS's technical thought-leadership shapes creative and innovative solutions that respond to emerging challenges and opportunities throughout the Asia region.

Description of Position: This position will be based in Asia/TS and will work closely with USAID field Missions located in Asia and with other appropriate USAID Bureaus. The Bureau for Asia supports the United States' strategic interests in supporting partner countries in their journeys to self-reliance through access to high-quality education services and improved human capital resources. In 2018, as the lead education agency for coordinating education assistance abroad, USAID published its Global Education Policy which provides guidance for Missions on strategic considerations for responding to a full spectrum of education sector needs (from pre-primary to higher education) that respond to local development context. As the Agency and Asia region Missions continue to shape their portfolios to meet an expansion of programming options, Asia/TS will continue to provide technical support and guidance. This Senior Education Officer position in the Bureau for Asia is a core member of the Education Team. The primary responsibility of the Education Officer is to assist USAID in developing, maintaining, and evaluating a portfolio of strategic activities that support Agency and Bureau objectives related to the education sector.

Additional Responsibilities:

  • Serve as an expert advisor to the Bureau for Asia on the full spectrum of basic and higher education issues (from early childhood development, education in crisis and emergencies, children with disabilities, youth and workforce development, etc.) and development considerations for strategic planning and management for the Asia region;
  • Advise the Assistant Administrator, Deputy Assistant Administrators, and field Missions' management and technical staff on basic and higher education program management, development, and policy issues; strategic alignment of Bureau education activities with Agency education strategy; and on Congressional matters related to the Agency's education program;
  • Formulate policy and programming guidance for strategic program planning for the Bureau for Asia;
  • Provide leadership in the education sector for the Bureau for Asia, including providing technical and operational guidance and support to Operational Units programming basic and higher education resources;
  • Serve as the Contracting Officer’s Representative/Agreement Officer’s Representative (COR/AOR) or alternate for designated Bureau-managed activities and serve in a project management role for education sector programs as well as other sector programs as needed;
  • Conceptualize new approaches to policy reform to increase the impact of USAID-supported interventions;
  • Provide expert advice and guidance to field Missions in Asia with basic and higher education assessments and implementation of educational programs;
  • Review Mission project planning documentation for coherence, relevance, programmatic realism, and adherence to Agency policy and strategies;
  • Identify resources within or outside USAID and maintain contact with experts in the education field and help to secure their services, as appropriate, to assist Missions; and
  • Plan, develop, and implement program/project development activities that affect broad Mission areas, and provide programmatic backstopping and management on high visibility projects in the education sector in Asia, consulting with professionals in various sectors.

Qualifications: - Must be a U.S. citizen. - Must have one year of specialized experience equivalent to the next lower grade level, the FS-02 or GS-14 grade level of this position. Examples of specialized experience include: strong leadership support role in designing or managing basic education and/or higher education development programs; strong analytical and writing skills; and successful and effective support to leadership in the administration, review, and design of education related programs. - Must be eligible to obtain and maintain a Top Secret security clearance.
