ORGANIZATIONAL SETTING

FAO Emergency Center for Transboundary Animal Diseases (ECTAD) is an emergency center established in 2004, specifically aims to assist FAO-member countries in responding to transboundary animal health crisis. FAO ECTAD continuously offers support in controlling Highly Pathogenic Avian Influenza (HPAI) and other endemic diseases, such as rabies dan anthrax. Over time, FAO ECTAD has evolved its focuses on global health threats transmitted from animals to humans, such as zoonotic diseases and antimicrobial resistance. The centre also champions the One Health approach that foster multi-sectoral collaboration across animal. human, environment and wildlife health interfaces.

FAO ECTAD through the Global Health Security Programme (GHSP) works with the Government of Indonesia to maintain health resilience which is a global priority, particularly on diseases that emerge and spread through interactions between wildlife, livestock, and humans (zoonotic diseases). GHSP aims to strengthen Indonesia’s health system and increase its independence in preventing, detecting, and responding to zoonotic diseases and high-risk disease outbreaks, especially those with potentials of becoming pandemics. FAO ECTAD implements the project in main partnership with the Ministry of Agriculture’s Directorate General of Livestock and Animal Health (DGLAHS) and close collaboration with other ministries, and government bodies; with the financial support from the United States Agency for International Development (USAID).

REPORTING LINES

To achieve the Effectiveness of Communication to the implementation GHSP established, the Communication and Media Division of FAO ECTAD (Emergency Center for Transboundary Animal Diseases) Indonesia Programme needs a support from a full time National Communication Specialist to perform and to fulfil a range of duties relating to the visibility and communication objectives of the FAO ECTAD Global Health Security Project in Indonesia.

The National Communication Specialist shall operate under the overall supervision of the FAO Representative in Indonesia, the general supervision of the Emergency Centre for Transboundary Animal Diseases Operations (ECTAD) Country Team Leader in Indonesia. The incumbent will also work in close consultation and coordination with the Country National Veterinary Advisor, other members of the ECTAD Indonesia technical team, the ECTAD Visual Communications Officer, FAO Representation Communication Advisor and Information staff, government counterparts, donors, and implementing partners. The incumbent will also supervise the performance of one communications specialist.

TECHNICAL FOCUS

The National Communications Specialist will perform a range of duties relating to the communication objectives of the FAO ECTAD Global Health Security Project in Indonesia. The incumbent shall familiarize him/herself with FAO’s corporate communications policy and operational guidelines to ensure mandatory coherence of all communication and information outputs.

TASKS AND RESPONSIBILITIES

  • In close collaboration with OCC branches and focal points, collaboration with relevant government official the ECTAD team and with FAO Representation officials , the incumbent will: contribute in formulating the updated ECTAD communication strategy and work plan and timeline of innovative and impactful materials to inform policy and decision-makers as well as raise public awareness of:
  • FAO ECTAD as an organization, building government capacity to implement EID prevention and control activities, mandate and value (i.e. visibility);
  • global health threats transmitted from animals to humans, such as zoonotic diseases and antimicrobial resistance and the use of a One Health approach that foster multi-sectoral collaboration across animal. human, environment and wildlife health interfaces.
  • the importance of animal health and veterinary services for efficient and safe livestock production.
  • FAO’s perception of risks related to emerging pandemic threats (EPTs) and how the government can work with FAO to influence public risk perception in order to improve risk reduction/mitigation.
  • Deliver the remaining activities in the pipeline of 2022 work plan which includes:
    • Content creators capacity building and national competition
    • Global health public dialogue with senior media editors
    • Global health public dialogue with young people
  • Taking initiatives in conception, production and evaluation of communications materials such as but not limited to press releases, editorial opinions, TV/Radio talk show and social media posts based on availability of stories and assessment of media trends
  • Perform regular media monitoring to assess news trends and public opinion on traditional and new media
  • Assist in the preparation and updating of briefs, speeches, talking points, presentations, reports and public information material.
  • Undertake field visits to develop stories and document ECTAD field activities, gather stakeholder perceptions and capture knowledge attitudes and practices.
  • Support in conception, delivery and evaluation of campaigns for the international days and weeks through social media and other awareness-raising activities. This may include close collaboration with other UN agencies in Indonesia.
  • Liaison with the Office of Communication (OCC) will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

MINIMUM REQUIREMENTS

  • Bachelor’s degree in communications, public relations, journalism or other relevant social science backgrounds, with 5-year experiences working in communications for development projects, emergency projects, and/or the media
  • Candidate with 3 years of working experience can be considered in possession of Master’s degree in relevant backgrounds
  • Working knowledge (level C) of English and Bahasa Indonesia in writing and public speaking
  • National of Indonesia

TECHNICAL COMPETENCIES AND EXPERIENCE REQUIREMENTS:

  • Experience in campaigning for health, food, agriculture and rural development issues will be a great asset
  • Experience in working with Indonesian print, radio, and TV companies will be an asset
  • Excellent command in navigating social media platforms (Twitter and Instagram)
  • Excellent attention to details
  • Excellent command in MS Office, particularly Word, Excel, PowerPoint,
  • Initiative and creativity to seek for visibility opportunities within dynamic media landscape at national and subnational levels
  • Adaptability to work with individuals from different cultural, ethnic and professional backgrounds, including people in rural settings
  • Compliance to relevant FAO corporate guidelines on communications and operations
  • Ability to promptly manage priorities and workload within tight schedule of work
