Job Description

Job Overview:

The Employment Manager will provide leadership and supervision to the Turlock Early Employment programs which support newly arrived refugees, SIVs, and Afghan Parolees in achieving rapid, stabilization employment through an array of services and programs. The Employment Manager is a great communicator and able to motivate others to achieve ambitious goals. They should be able to provide clear guidance, lead a dynamic team, and successfully implement several grants on strict timelines. They will oversee a team of direct service employees and provision of services for the federally funded Matching Grant Employment Program and an array of County Employment Programs, as well as compile and submit funder reports and oversee budgets. The position is responsible for ensuring that programs meet all performance goals per contract requirements, are responsive to client needs, and operate within budget and compliance parameters. Program reports include ongoing verifications, monthly outcome reports, and ongoing internal database management. The position will also be responsible for ensuring the sustainability of this program area through program development, grant writing, monitoring budgets, and training and onboarding new staff. The Employment Manager must be committed to working in a dynamic, fast-paced environment with a team committed to offering high-quality, community-based programs. They must have strong writing abilities, sound judgment, and be comfortable making decisions in a fluid environment. The Employment Manager operates under the supervision of the Turlock Site Director and demands a high level of communication within internal IRC staff and external community partners, multi-tasking, and problem-solving.

Major Responsibilities:

· Provide management and oversight to the Early Employment Programs, which serve newly arrived refugees, SIVs, and low-income individuals. Ensure that program services are responsive to refugee client needs, satisfy program requirements, and are completed in a timely fashion.

· Oversee the provision of client services including outreach and recruitment, intakes, assessments, job readiness training, job counseling, vocational ESL, employment case management, and job placement services.

· Work collaboratively with other agency staff to ensure that Employment Services programming is integrated into the continuum of IRC services and Employment programs are able to meet enrollment outcomes.

· Provide leadership and supervision to Stanislaus County Employment, Early Employment, and Financial Literacy direct service staff, including leading team meetings, individual supervision and coaching, and conducting goal-setting and performance reviews.

· Design and implement new staff trainings, ongoing refresher trainings, and relevant staff trainings.

· Coordinate with select funders as the main point of contact for ongoing report submission.

· Assign caseloads, perform internal monitoring, and resolve staff challenges, as well as provide quality assurance reviews of documents submitted by staff.

· Oversee job development staff and efforts to cultivate new employer relationships and job development sectors, as well as strengthen existing employer relationships to support client job placement.

· Collaborate with the Inventory Specialist to leverage donations in support of the program’s match component.

· Oversee case file maintenance, record keeping, data, and database management for the provision of all employment and development operations. Ensure timely submission of all touchpoints and reports by program staff. Monitor case files to ensure program compliance and oversee tracking of program finances and expenditures. Prepare all files for monitoring visits.

· Participate in and lead meetings, staff development activities, and engage as a member of the team.

· Comply with all policies, procedures, and protocols of the agency

· Other related duties as assigned

Staff Supervision and Development

· Indirect and direct supervision of Economic Empowerment staff members, interns, and volunteers. Including recruitment, hiring, and staff training and development.

· Ensure that job expectations and performance objectives are clear for all direct reports and follow up on annual performance review and goal planning process.

Program Design and Development

· Develop and provide recommendations for further program integration as related to bundled economic empowerment services at IRC Turlock

· Develop and cultivate long-term relationships with area stakeholders such as local businesses in order to identify and expand appropriate employment partnerships to ensure job placement outcomes.

· Collaborate with the Site Director and Volunteer and Donations Coordinator to oversee the leveraging of donations of financial, human, and in-kind resources in support of the program’s match component.

· Work with Site Director and development team to design new programming and draft proposals in response to Economic Empowerment related opportunities.

· Other related duties as assigned.

Key Working Relationships:

Position Reports to: IRC Turlock/ Modesto, Site Director Position directly supervises: County Employment Program Coordinator, Matching Grant Specialist, Financial Capability Coach

Job Requirements:

· Bachelor’s degree in Business, Social Work, or a related field; Graduate degree preferred.

· Minimum 2-3 years experience supervising programs and teams with experience in economic empowerment programming.

· Demonstrated ability and experience effectively managing programs and diverse staff teams;

· Experience working with refugees, asylees, victims of human trafficking, and/or immigrant populations with low English proficiency preferred;

· Commitment to the mission and values of the IRC and ability to work in a multi-cultural environment.

· Track record of success in program implementation and achieving programmatic goals and outcomes;

· Proven ability to motivate, coach, and support a diverse, multi-cultural staff team.

· Excellent attention to detail in completing, approving, processing administrative forms.

· Highly organized self-starter with demonstrated success in managing multiple and diverse priorities, as well as balancing competing deadlines and projects;

· Excellent communication skills, strong writing abilities, and networking and training skills;

· Proficient in Microsoft Office applications (Word, Excel, Outlook) and Zoom;

· Valid driver’s license, reliable vehicle with current insurance, and the ability to travel regularly throughout the service delivery area.

Working Environment:

· A combination of the standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above-outlined responsibilities.
