Org. Setting and Reporting The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

As part of its mandate to promote democracy and development of the region, ESCWA developed the National Agenda for the Future of Syria (NAFS) Programme in 2012 to establish a platform for technical dialogue for Syrians to discuss options and scenarios for and inclusive and sustainable reconciliation and peacebuilding in Syria during the critical post-conflict period. Through such dialogue, the Programme seeks to provide assistance for an inclusive and sustainable transition process in Syria. Specifically the Programme: 1) assesses and articulates the future development needs and priorities of Syrians, communicates them in international debates on Syria, and advocates for their uptake among Syrian and international stakeholders; 2) develops analysis and policy options for post-conflict recovery and development inside Syria; 3) builds the capacity of local actors to cope with the conflict and plan how to build back better; and 4) translates the analysis and long-term policy options developed by the programme into concrete guidance for the design of resilience and reconciliation initiatives.

Under the general guidance of the Executive Secretary and the Cluster Lead for Climate Change and Natural Resource Sustainability, the Economic Affairs Officer will report to the Senior Programme Management Officer in NAFS.

Responsibilities Within delegated authority, the Economic Affairs Officer will be responsible for the following duties.

•Leads the implementation of agriculture and livelihood development initiatives. - Monitors developments in relevant areas and identifies recurrent and emerging issues of concern to the United Nations. •Designs, conducts and oversees studies of selected issues in sustainable development and drafts resulting reports. •Interprets and applies results of econometric modelling to analysis of economic prospects and policies. •Develops draft policy recommendations pertaining to area of work. •Develops policy briefs based on the resulting outputs •Formulates proposals for agriculture development initiatives, policies and capacity building intiatives for presentation to partners, donors and other stakeholders. •Attends meetings to hold discussions with representatives of other institutions. •Organizes expert group meetings, seminars, etc. on development issues. •Prepares speeches and other inputs for presentations by senior staff. •Undertakes missions, either alone or as a participant in a diverse team, as part of the Organization’s Technical Cooperation Programme activities. •Prepares global, regional, national or sector analyses that provide a basis for advising donors, partners, the representatives of the international community or other stakeholders on economic development issues. •Conducts training seminars and workshops. •Supports junior staff, reviewing their work and providing feedback. •Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit. •Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.; •Undertakes on-the-job and other training activities, both internally and externally.

    Education Advanced university degree (Master’s degree or equivalent) in economics, environmental/ agricultural economics, public policy, development studies, natural resources management, environment science, or other related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A PhD in a relevant field is desirable.

    Work Experience A minimum of seven years of progressively responsible experience in sustainable development research, project or programme management and policy-oriented work with a particular focus on agriculture development is required. At least 4 years of experience designing livelihoods initiatives is desirable. Experience working in conflict and post-conflict countries is desirable. Experience related to the above topics in the Arab Region is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA.

For this position, fluency in English is required. Fluency in Arabic is required.

Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
