Org. Setting and Reporting The post is located in the United Nations Economic Commission for Europe (UNECE), within the Sustainable Energy Division (SED). This is one of the substantive sub-programmes of UNECE. SED works to promote a sustainable energy development strategy for the region, with the following objectives:

•sustained access to high quality energy services for all individuals in the ECE region; •facilitate a transition to a more sustainable energy future and introduce renewable energy sources to reduce health and environmental impacts resulting from the production, transport and use of energy; •sustained improvements in energy efficiency, in production and use, particularly in countries with economies in transition; •well-balanced energy networks tailored to optimise operating efficiencies and overall regional cooperation; •security of energy supply; and •integration of energy restructuring, legal, regulatory and energy pricing reforms, as well as of the social dimension into energy policy making.

Responsibilities Under the general supervision of the Director, Sustainable Energy Division, and reporting to the Section Chief, Sustainable Energy, the incumbent is responsible for servicing the Groups of Experts under the Committee on Sustainable Energy. Groups of Experts are to carry out concrete, results-oriented activities that are to be developed and implemented with active participation of UNECE member States, representatives from the energy, business and financial sectors of civil society, international organizations, independent experts, and academia. They concentrate on: (a) regulatory and policy dialogue; (b) developing and sharing best practices and standards; and (c) assessment and dissemination of policies in support of sustainable energy. The incumbent is to ensure full and complete support of activities to deliver on work plans and instructions from the relevant Groups of Experts. The incumbent assists in the broader implementation of UNECE sustainable energy sub-programme, technical assistance projects, and extra-budgetary fundraising. Major duties include the management of the Committee on Sustainable Energy, oversight of general service, junior professional staff, consultants, contractors, and grant recipients, as well as participation in the recruitment process of staff and consultants. The incumbent may undertake missions to member States, either alone or as a participant on a team, as needed for the assigned duties.

Within delegated authority, the incumbent will carry out the following duties:

1.As the secretary of the Group of Experts on Energy Efficiency, lead, coordinate and manage the Group and, in this context, develop and maintain an excellent rapport with the elected Bureau and members of the Group. This includes identifying additional Bureau members and liaising with the missions, capitals and colleagues in order to strengthen the Group;

2.Prepare all pre- and post-session documents for the Groups of Experts’ meetings, including work plans and their deliverables, agendas and session reports, and the same requirements for all Task Forces that the Group might decide to create;

3.Drive the implementation of the approved work plan. Provide thought leadership and prepare information and material to identify key activities and elements for the Group of Experts. This duty spans all areas related to sustainable energy based on respective work plans and mandates. It involves monitoring developments in the field of sustainable energy and energy efficiency and identifying issues of concern;

4.Organize events (fora, conferences, workshops, seminars, etc.) to promote sustainable energy activities of UNECE and build capacity in sustainable energy in UNECE member States. Prepare technical cooperation project concept notes and/or proposals undertaken under the auspices of the Committee on Sustainable Energy to facilitate the convergence of legal, regulatory, and policy measures;

5.Contribute to raising funds or in-kind contributions, and to coordinating the use of these resources towards projects in support of UNECE energy activities;

6.Improve outreach related activities of the Group of Experts to allow a progressive demonstration of the Group of Experts’ contribution to meeting member States’ needs. Prepare presentations, speeches, and other inputs for presentations by senior UNECE staff and Bureau members. This includes regular updates of the Division website and contact database in relation to the work of the Group of Experts;

7.Identify opportunities for the achievement of the objectives of the 2030 Agenda on Sustainable Development and the Sustainable Development Goals and targets related to energy, energy efficiency, the regional and national implementation of relevant climate agreements and encourage cooperation with key stakeholders. Coordinate the Sustainable Energy Division contribution to the implementation of the 2030 Agenda;

8.Coordinate with colleagues in programme planning, monitoring and evaluation, in particular for the performance evaluations and reporting through Umoja;

9.Participate in undertakings of broader concern to represent the views or interests of UNECE. Perform other duties as required, including a variety of administrative tasks necessary for the delivery of the Division's services.

Education Advanced university degree (Master’s degree or equivalent) in economics or a related field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years progressively responsible relevant experience is required Demonstrated experience in project management, supporting committees or intergovernmental bodies is required At least three years’ experience in coordinating high-level and/or sectoral meetings/conferences and facilitating multi-lateral negotiations is required Experience in work of the regional commissions is desirable Experience in working in results-based frameworks, such as IMDIS, Umoja, or other, is desirable

Languages Fluency in English (both oral and written) is required; Fluency in French is highly desirable. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
