Org. Setting and Reporting This position is located in the Energy Industry Section within the Sustainable Energy Division of the United Nations Regional Economic Commission for Europe (UNECE).

Responsibilities Under the general supervision of the Director, Sustainable Energy Division, and reporting to the Chief of Section, the incumbent is responsible for supporting implementation of the project to strengthen the national capacity of UNECE member States for environmentally responsible methane management through coordination of activities of the International Centres of Excellence on Coal Mine Methane; supporting the programme of work of the Committee on Sustainable Energy and its subsidiary bodies, in particular the Group of Experts on Coal Mine Methane; and carrying out concrete, result-oriented activities that are to be developed and implemented with the active participation of UNECE member States, representatives from the energy, business and financial sectors, civil society, international organizations, independent experts and academia.

Within delegated authority, the incumbent will carry out the following duties:

Economic or sector analysis:

  • Monitors developments and trends in sustainable energy, methane management from extractive activities, and transformation of the energy sector in the context of the 2030 Agenda for Sustainable Development and identifies recurrent and emerging issues of concern to the United Nations and UNECE member States and opportunities for enhanced application of UNECE’s Best Practice Guidances related to methane management, in particular coal mine methane and abandoned mine methane, to facilitate attainment of the 2030 Agenda;
  • Designs and conducts studies related to the broad field of fossil fuel production, conversion and consumption, including addressing social and environmental challenges, and drafts resulting reports;
  • Interprets and applies results of econometric modelling to analysis of economic prospects and policies;
  • Develops draft policy recommendations pertaining to methane management from extractive activities, and transformation of the energy sector;
  • Formulates proposals for development strategies, policies and measures for presentation to intergovernmental bodies and others;
  • Attends international, regional, and national meetings to hold discussions with representatives of other institutions on sustainable energy and methane management and use of UNECE’s Best Practice Guidances thereon;
  • Organizes expert group meetings, seminars, etc. on sustainable energy and sustainable development issues;
  • Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support:

  • Provides substantive support on methane management from extractive activities and energy transition to the Committee on Sustainable Energy and its subsidiary bodies, in particular the Groups of Experts on Coal Mine Methane, on Gas and on Resource Management;
  • Represents organizational unit at international, regional and national meetings.

Technical cooperation:

  • Designs and monitors technical cooperation projects on methane management from extractive activities and energy transition;
  • Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities;
  • Prepares documentation for technical cooperation programmes and projects, including on establishment of International Centres of Excellence on Coal Mine Methane in the UNECE region.;
  • Conducts training seminars and workshops for government officials and others;
  • Formulates technical modalities for the evaluation of individual technical cooperation projects.

General:

  • Supports junior staff, reviewing their work and providing feedback;
  • Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit;
  • Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service and, in particular implementation of the extrabudgetary project to strengthen the national capacity of UNECE member States for environmentally responsible methane management through coordination of activities of the International Centres of Excellence on Coal Mine Methane;
  • Undertakes on-the-job and other training activities, both internally and externally.

Work implies frequent interaction with the following:

Staff within the Division and across UNECE; counterparts in other UN, regional and global development organizations; the four sister Regional Commissions; the European Commission; and senior officials in government, industry, international organizations, academia and research institutions..

Results Expected:

Prepares in-depth qualitative and quantitative analyses of diverse aspects of the sustainable development and energy transition challenges faced by countries including those with economies in transition and other stakeholders; supports the International Centres of Excellence on Coal Mine Methane; formulates sound policy proposals; recommends project activities; develops well-designed programmes of analysis of development issues; provides guidance and leadership to less senior staff.

    Education Advanced university degree (Master’s degree or equivalent) in economics, engineering, environmental sciences, international relations or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in energy and sustainable development Experience in working on coal mine methane-related matters, including applying UNECE’s methane-related best practice guidances to mitigate methane emissions from extractive activities, in UNECE countries At least two (2) years working for the United Nations Common System Experience in managing projects involving international stakeholders, including governments and the private sector, Experience in fundraising

    Languages Fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of Russian is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise (in-tray exercise) which will be followed by a competency-based interview.
