Org. Setting and Reporting This position is located in the Market Access Section of the Economic Cooperation and Trade Division (ECTD) of the United Nations Economic Commission for Europe (ECE). The Economic Affairs Officer reports to the P5, Chief of the Market Access Section.

Responsibilities Within the delegated authority, the Economic Affairs Officer will be responsible for the following duties:

(i) Services and supervises the servicing of the Working Party on Agricultural Quality Standards (WP.7) and meetings of the bureau, as well as WP.7’s Specialized Sections and meetings of their rapporteurs. This includes: a. prepares meetings (agendas, invitations, documentation); b. liaisons with conference services (dissemination of information on the Internet); c. organizes meetings (report writing and negotiation and organization); and d. follow-ups on meetings (updating of working documents, dissemination of results on the Internet, etc.).

(ii) Produces and supervises the production of publication and promotion activities. This includes: a. produces the publication of ECE agricultural quality standards and promotional material (online and print); b. issues other documents on the wide range of issues arising at the interface of agricultural trade and sustainable development as covered by the programme of work.

(iii) Implements and supervises the implementation of projects to support the use of agricultural quality standards and of other capacity building activities on covering the interface of agricultural trade and sustainable development as covered by the programme of work. This includes the preparation of training materials and the provision of specialized technical assistance.

(iv) Undertakes fundraising and develops partnerships with a view to fostering the roll out of the deliverables of WP.7 and its subsidiary bodies and strengthening the unit’s impact. This includes supporting presentations of the Chief of Section, the Director of Division and the Executive Secretary and representing the organization in external liaisons related to WP.7, as appropriate.

(v) Engages in communication and outreach activities about the unit's deliverables and impact. This includes the preparation of press releases, news items and social media content, as part of the unit’s overall communication strategy. This also includes the maintenance of the respective websites.

(vi) Conducts research on topics related to agricultural standardization policies and quality standards, including with respect to their contribution to broader development objectives such as the United Nations Sustainable Development Goals (SDGs), Agenda 2030 and cross-cutting themes adopted by the Commission.

(vii) Supervises staff in the unit (daily management, approval of PAS, mid-term review, annual review) in cooperation with the Chief of Section.

(viii) Undertakes professional development and training activities.

Education An advanced university degree (Master's degree or equivalent degree) in economics, development studies or a related field is required. A first level degree (Bachelor's degree or equivalent), in the specified fields of studies in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience At least seven years of progressively responsible experience in international trade and trade-related negotiations and analysis is required.

Experience in the organization of inter-governmental or expert meetings and in capacity building/technical assistance and cooperation is required.

Experience on topics related to agricultural trade as they arise in the context of the UN Sustainable Development Goals (SDGs) is desirable.

Experience with economies in transition (e.g. in Eastern Europe, Western Balkan, Caucasus or Central Asia) is desirable.

Languages English and French are the working languages of the United Nations Secretariat; and Russian is a working language of ECE. For the position advertised, fluency in English is required. Knowledge of Russian is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
