Duties and Responsibilities UN Environment Programme (UNEP) is an implementing agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP's OzonAction Programme provides global and regional assistance and project management services to national Montreal Protocol officers (MPOs) to enable compliance with the provisions of the Montreal Protocol and its amendments.

The Executive Committee approved at its 87th meeting a projecs to prepare Armenia's Kigali HFC implementation plan (KIP) with UNEP as the sole implementing agency. This includes the preparation of KIP stage I proposals to achieve 10% reduction of the countries' HFC consumptions below the baseline in 2029.

The consultant will work in a team of national and international experts in close cooperation with the national Montreal Protocol Unit and UNEP OzonAction.

DUTIES AND RESPONSIBILITIES

Manage, monitor, guide and supervise the team of contracted consultants to ensure the efficient delivery of the agreed activities in a timely manner, and to meet the project objectives as per the implementation plan Assist, provide support and contribute to project-related activities to facilitate the work of the project team including the preparation of documents, reports, meetings, training, assessments, surveys, legislation and policy measures, standards, strategies, energy-efficiency measures, data collection questionnaires etc. Cooperate, coordinate, and consult with relevant representatives of Government, industry, academia, and civil society, and with members of the project team including the Montreal Protocol Officer and UNEP OzonAction Follow-up, review and compile the monthly activity reports of the consultants documenting activities accomplished as well as challenges, delays, conclusions, and recommendations for submission to the Montreal Protocol Officer and UNEP OzonAction Arrange meetings, workshops, stakeholder consultations and awareness raising events, including the preparation of meeting reports with decisions and recommendations, translation and dissemination of information, and follow-up communications Arrange meeting logistic including travel, DSA for trainers and meeting participants as required Draft the terms of reference for local consultants to be engaged under the project Coordinate with all members of the project team to ensure smooth communication and information exchanges and dissemination of awareness materials Liaise with relevant government bodies and ministries, agencies, national and international institutions, companies, and stakeholders Implementation of all activities in accordance with the rules and regulation of the Executive Committee, UNEP, and the Government of Turkmenistan Monitor and report on implementation process and expenditures to the Montreal Protocol Officer and UNEP OzonAction Provide secretarial services to the Montreal Protocol Unit including the drafting of correspondence / documents, arranging teleconferences, phone calls as needed Provide other support necessary for the effective implementation of activities and meeting the overall project objectives

Qualifications/special skills Skills: Computer literate (Word, Excel, PowerPoint, Internet) Ready to work under tight deadlines, to integrate quickly within a team and to show personal initiative. Excellent communication, negotiation, leadership, analytical and drafting skills Academic Qualifications: University degree in environmental management, engineering, policy or related areas, or equivalent work experience Experience: Experience related to coordination, monitoring, meeting arrangements, report drafting, document management, logistical arrangements, people management, public relations or similar Familiarity with Montreal Protocol provisions Language: Excellent written/spoken communication skills in English and Armenian language.
