Duties and Responsibilities UN Environment Programme (UNEP) is an implementing agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP's OzonAction Programme provides global and regional assistance and project management services to national Montreal Protocol officers (MPOs) to enable compliance with the provisions of the Montreal Protocol and its amendments.

The Executive Committee approved at its 87th meeting projects to prepare Albania's and Armenia's Kigali HFC implementation plans (KIPs) with UNEP as the sole implementing agency. This includes the preparation of KIP stage I proposals to achieve 10% reduction of the countries' HFC consumptions below the baseline. The consultant will conduct a desk study on the current status of Montreal Protocol implementation and recommend concrete actions to be considered for the KIP preparation. The consultant will also review the draft KIPs of both countries prior to submission to the Fund Secretariat.

DUTIES AND RESPONSIBILITIES

1) Conduct a desk study on country characteristics, current status of Montreal Protocol implementation and consumption patterns to identify synergies, gaps or inconsistencies, using the following data sources as appropriate:  Current or planned ODS, HFC and energy-efficiency strategies, policies and legislation (including the draft F-gas legislation)  Montreal Protocol project documents and progress reports (enabling activities, ODS alternatives survey, institutional strengthening, HCFC phase-out management plans)  Political affiliation to regional organizations requiring the harmonization of legislation and policies possibly impacting on implementation schedules and duration (Eurasian Economic Union, European Union)  Article 7 data, country programme data, country data from the website of the Ozone Secretariat and Fund Secretariat  ECA overview table of legislative and policy measures  Virtual meeting with the Montreal Protocol Officer, selected national experts and agencies involved to collect additional information, to clarify questions and to explore the feasibility of options

2) Draft comments and recommendations and propose concrete actions with time line for discussion with the Montreal Protocol Officer, selected national experts and involved agencies, focusing on the following aspects:  Existing legislative and policy framework identifying potential synergies, existing gaps or inconsistencies (including the review of the draft F-gas legislation)  Strategy elements recommended for inclusion in the HFC phase-down strategy and KIP stage I to meet the HFC freeze in 2024 and the 10% reduction below the HFC baseline in 2029  Virtual meeting with the Montreal Protocol Officer, selected national experts and involved agencies to explain and motivate the recommendations and proposed actions  Availability for questions / consultations during the preparation of the HFC phase-down strategy and KIP stage I as needed

3) Review the draft HFC phase-down strategy and KIP stage I prior to submission to the Fund Secretariat in terms of completeness, structure, consistency, logic, effectiveness, cost-efficiency and budget allocation, keeping in mind ExCom requirements and guidelines:  Draft comments and recommend changes explaining the reasoning in terms of advantages and disadvantages  Participation in a virtual meeting with the Montreal Protocol Officer, selected national experts and agencies involved to explain the comments and recommended changes and to respond to questions  Participation in a virtual national stakeholder consultation to obtain stakeholder support and endorsement of the final strategy and KIP stage I  Availability for questions / consultations during the finalization of the HFC phase-down strategy and KIP stage I as needed

Qualifications/special skills Skills: Computer literate (Word, Excel, PowerPoint, Internet) Analytical and drafting skills Academic Qualifications: University degree in environmental management, policy setting, strategy development or related areas, or equivalent work experience. Experience: At least 10 years of relevant Montreal Protocol related experience in terms of policy setting, data collection, development of phase-out strategies or project implementation. Language: Excellent written/spoken communication skills in English. Working knowledge in Russian would be an asset.
