Under the new OMP, the ECD section aims to support governments to scale up programmes for young children and families, including in emergency contexts, through evidence-based approaches. The three components are: strengthen capacity to support the implementation of ECD intervention packages; increase data, evidence and knowledge; and promote global partnerships and investments with the goal to make UNICEF the global reference agency for ECD.

For every Child and health Childhood….

You will support the coordination, planning, implementation, monitoring and evaluation of the ECD in Emergencies (ECDiE) portfolio with a focus on the COVID-19 response and support the Specialist in meeting the high demand for engagement in external projects and partnerships.

How can you make a difference?

Support the technical and advocacy work expected from the inter-agency ECD in Emergencies Task Team and other partnerships.

  • Support the preparation, design and dissemination of ECD related resources and deliverables created in collaboration with partners.
  • Keep abreast of international development priorities to identify opportunities where the Task Team can enhance inter-sector and inter-agency partnerships and linkages.
  • Work closely and collaboratively with members and partners to discuss strategies and methodologies and priorities/competencies to ensure the achievement of concrete and sustainable results.
  • Provide technical and operational support throughout all stages of workplan implementation to ensure achievement of results as planned and allocated.

Support the grant management for the new COVID-19 grant and related partnerships

  • Plan and/or collaborate with internal (COs, ROs, other divisions) and external (NGO, funding and academic) partners to ensure delivery of quality, concrete results and to meet donor commitments.
  • Actively monitor grant activities through regular meetings and/or exchange of information with partners to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues in coordination with the ECD Manager.
  • In coordination with the ECD Manager, monitor budgets and ensure timely liquidation of resources and prepare a mandated project report for the donor to keep them informed of programme progress.

Assist in meeting the increased demand for an ECDiE Field/Operational Guide

  • Collect and consolidate data for the Guide from country offices. This process will also entail collecting and collating best practices from country offices with regards to the COVID-19 response for inclusion in the field guide.
  • Draft the guide and work with the ECD Manager to revise and finalize.

Assist in gathering and synthesizing data to inform ECDiE strategy design including COVID-19.

  • Monitor internal and external data to track trends and gaps in ECDiE to help inform programming, inter-agency collaboration and advocacy efforts.
  • Monitor and input into internal situation reports to help reflect the current work being done in the field of ECDiE as well as to help identify gaps in data.

Support project preparations and roll-out, and outreach to additional partners

  • Build and sustain effective close working partnerships with relevant counterparts, stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on ECDiE programmes.
  • Prepare technical and communication materials for ECDiE programme advocacy to promote awareness, establish partnership/alliances and promote increased investments in ECDiE programmes and projects.
  • Participate and/or represent UNICEF in appropriate discussions and planning on ECDiE related issues to collaborate with inter-agency and inter-sectoral partners/colleagues on preparation of programmes/projects ensuring UNICEF’s interests and priorities on ECDiE are considered and integrated in development planning and agenda setting, particularly emergency preparedness and response.
  • Apply/introduce innovative approaches and good practices to support the implementation and delivery of concrete and sustainable programme results on ECDiE.
  • Keep abreast, research and implement best practices on early childhood development in emergencies. Assess, institutionalize and share best practices and knowledge learned.

Develop and maintain knowledge management systems for ECD in humanitarian settings

  • Integrate ECDiE knowledge management within the wider ECD team knowledge management structure
  • Work closely with the ECD Manager on inter-agency efforts on knowledge and evidence mapping and generation, including a focus on COVID-19 evidence generation.

To qualify as an advocate for every youth you will have…

  • An advanced university degree (Master’s or higher) in education, public health, nutrition, economics, psychology, sociology, human development, child development, family studies or other social science field is required.
  • A minimum of five (5) years of progressively professional experience at the national/and or international levels in social development planning and management in early childhood development related areas, capacity building at the international and/or in a developing country is required.
  • Prior experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Strong technical knowledge on ECD issues (including evidence-based approaches, scalability issues, sustainable financing, data systems and advocacy issues).
  • Strong understanding of and experience with global partnerships, coalitions/networks, and UN agencies.
  • Experience in ECD programme design and implementation across development and humanitarian contexts is recommended.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
