The Latin America and the Caribbean External and Corporate Relations Unit (ECRLC) is a dynamic and diverse team of communications professionals dedicated to advancing the World Bank’s mission in the region, enabling environment for the successful implementation of the Bank’s regional and corporate purposes of providing development solutions through innovative financial, knowledge and convening services, customized to client needs.

The aim of ECRLC is to improve understanding and support among key audiences (external and internal) for an agenda that centers on raising the region’s voice on global issues while supporting, at the national level, economic and social development that benefits all people, especially the poor. It advances that agenda by influencing decision makers and opinion builders, by articulating the region’s issues in clear and actionable terms, and by building coalitions to pursue those goals.

ECRLC key audiences include media gatekeepers, government officials, Latin American academics specializing in development issues, business leaders, civil society organizations, and internal decision makers within the World Bank. ECRLC works with regional development and media partners, as well as with global partnerships that contribute to elevate LAC’s presence in global issues management.

ECRLC is looking for a fully bilingual (Spanish, English) External Affairs Extended Term Consultant with experience in digital communications, social media, content production and stakeholder engagement to lead the World Bank’s digital engagement in Central America. This position requires a proven eye for detail, and the ability to work with a diverse set of colleagues who are committed to international development This is a 1-year extended term contract based in Panama City, Panama.

Country/Regional Context

The Central America Country Management Unit (CMU) is responsible for overseeing the World Bank's program in Central America and the Dominican Republic, including country strategy formulation and implementation, policy dialogue, portfolio management and country relations. The CMU works with a diverse set of clients: two IDA countries (Honduras and Nicaragua), two lower middle income (El Salvador and Guatemala), and three upper middle-income counties (Dominican Republic, Costa Rica and Panama). Central America has the economy with the fastest growth rate in Latin America (Panama) and one with the biggest growth challenges (El Salvador); countries where poverty tops 25 percent (Honduras), and countries that are close to the 3 percent poverty objective for the Bank twin goals (Panama); countries that have managed to transform its economy entering in high value-added sectors (Costa Rica), and countries where the structural transformation of the economy needs to happen (Nicaragua). Central America has been significantly affected by the COVID pandemic both on the health and the economics front (GDP is projected to contract on average by 4.3% in the Central American countries) and this will have a significant impact on poverty. On top of this, macroeconomic and governance challenges were already an issue in most of the countries before the pandemic.

Responsibilities:

- Contribute to design and implementation the World Bank’s digital external communication efforts in Central America in support of the World Bank’s program. This includes drafting content for and updating the Bank’s country websites, as well as for the regional site and the social media channels, and any other external facing platforms -engaging with online partners, posting content, responding to comments, and using analytics to suggest ways to improve engagement. - Support the creation and dissemination of often complex digital communications products and activities (such as virtual events, multimedia content, infographics, blogs, and feature stories) that are strategic and on-message about the Bank, its policies, and operations. - Regularly monitor conversations on social media and digital platforms that are relevant to the Bank’s work in Central America, to help assess their potential impact and to determine appropriate responses as needed. - Advise teams and clients on online communication aspects of high priority Bank operations and engagements and provide support/guidance to teams for expanding nature and depth of engagements and presence on social media - Play a strong role in supporting regional virtual events including live streaming on the web and social media channels. - Ensure that online content complies with World Bank technical and editorial standards. - Help develop and maintain a database of local online influencers and partners in regional development. - Help to develop, execute, and monitor the impact of routine- to medium-profile communications strategies and campaigns. - Support the External Affairs team to oversee planning and coordinate scheduling, logistics and briefings for sometimes large communications activities and events (e.g., VIP visits, press conferences, seminars) - Carry out any other communications activities as needed.

Responsibilities:

Selection Criteria

- Master’s degree with a minimum of 2 years of relevant experience. - Excellent Spanish and English writing skills; able to draft online communication products and plans with limited supervision. - Proven experience in working with Adobe Content Management Systems, and online editing and design tools such as Photoshop, Final Cut Pro, Venngage, among others. - Demonstrable experience in producing and implementing live digital events; familiarity with virtual streaming tools and platforms such as Zoom, Wirecast, and others. - Excellent track record in creating multimedia and interactive content such as videos, infographics, and basic animation. - Proven experience in social media communications and monitoring, including creating marketing campaigns on Twitter, Facebook and Youtube, among other channels. - Proficiency with online performance measurement and impact analysis tools, with and ability to research, identify, and map intended audiences and stakeholders. - High levels of initiative, judgment, and decisiveness in accomplishing tasks, with an ability to juggle multiple tasks within tight deadlines - Knowledgeable in Central America development issues - Strong interpersonal and teamwork skills; sensitivity to working in a multicultural environment
