VPU Context The WBG Finance & Accounting (WFA) Vice Presidency is responsible for all aspects of the financial reporting and internal control framework for IBRD, IDA, and the extensive Trust Fund/Partnership portfolio of these entities. WFA also leads the client service function for the WBG’s administrative expenses and trust funds and ensures fiduciary responsibility for all disbursements related to Bank operations.

Unit Overview The WFA Systems and Transformation Division was created to provide project management and automation support to WFA business operations, as well to provide consistent support to each WFA department for the identification and implementation of transformative initiatives (e.g., Lean Six Sigma, Robotics, BPM, Data Analytics, Machine Learning). These initiatives are intended to increase productivity and efficiencies in work program delivery, while maintaining continuity in current WFA business operations. Two such initiatives to be supported by WFAST are the Accounts Receivable Transformation program and ERP upgrade (project ARIA.)

Accounts Receivable (AR) Transformation Program Overview Accounts Receivable (AR) is a function of the WFAPT unit. AR team is responsible for management of all external and internal receivables (staff and inter-company) and the supporting policies and procedures. Since March 2019, the AR team has been engaging with both external and internal consultants for an in-depth review of the current state systems and processes. Following five workstreams have been created to achieve the future state vision.

1. Streamline operating model across product lines and update policies/procedures to incorporate AR specific policies. 2. Modernize the Core AR solution via the ERP modernization program to achieve intelligent 3. Implement a Billing and Invoicing solution that supports multiple financial instruments and is extensible to other product lines 4. Establish a digital client engagement strategy for donors and client countries to manage relationships 5. Setup a data analytics platform to promote data driven decision making

Position Overview The E T Consultant, hired by WFAST will primarily serve as a project management expert for the Accounts Receivable Transformation and ERP (Aria) programs led by WFAPT that cuts across multiple workstreams of process simplification and technology implementation. The selected candidate will also play a pivotal role in WFAST’s Transformation Office and support delivery of the WFAST vision and strategy, as well as contribute to the wider portfolio of projects and initiatives as needed.

DUTIES AND RESPONSIBILTIES Responsibilities include but are not limited to:

Program Management and Project Delivery • Provide full project management support to the Division Manager across all workstreams of the AR transformation and Aria programs. • Chart out a course of action with clarity on outcomes for the process transformation and technology perspectives of the transformation program. • Lead, as necessary, and contribute to project planning, scoping, sequencing, and monitoring activities. • Help construct the implementation strategy, optimizing change management/ stakeholder engagement efforts across workstreams. • Contribute to communication products and presentation material to be used for Executive briefings and Committee presentations. • Routinely prepare and deliver project updates to the Division Manager and others, as requested, in coordination with the project team. • Track project deliverables and deadlines, flag/escalate risk and advise on mitigation. • Document key decisions, risks, issues, remedies, and discussions at all key meetings. • Proactively undertake substantive pieces of work in coordination with the project team, and relevant business stakeholders and ITS partners. • Oversee delivery of work by third party firms or consultants hired by the WFAPT Team. • Coordinate the issuance of RFP for any future systems requirements that fall outside of ERP. • Facilitate the annual AIP investment process in close consultation with the Division Manager and the project team. • Periodic reporting to all key stakeholders involved in the AR Transformation and Aria efforts. • Guide and advise WFAPT management to support decision making.

Systems Implementation / Business Analysis • Align the systems implementation strategy to the Process/Policy harmonization efforts. • Contribute to substantive decisions around the timing and scope of systems implementation for the AR function - COTS platform & ERP. • Serve as conduit between ITS colleagues and the project team to facilitate requirements gathering for COTS or ERP implementation leading up to key investment decisions. • Facilitate stakeholder buy-in around extent of customization required across multiple AR products. • Perform people, process and system impact analysis that might result from the AR transformation and Aria initiatives and right size the communication/change management efforts accordingly. • Coordinate and monitor preparedness for roll out of new process or technology changes.

Change Management/ Communication • Articulate and coordinate timely implementation of strategic communications and knowledge dissemination activities, in sync with project timelines and budget. • Brand the initiative and craft key messages and narrative for the transformation initiative and align with all key stakeholders involved.

Accounting Expertise • Work with the accounting subject matter experts on WFAPT project team on the design of accounting approaches, processes, systems, and controls of the AR transformation and Aria initiatives. • Contribute to the design and development of reports and analytics. • Contribute to and monitor implementation activities.

Selection Criteria

• Master’s degree in finance or business, information systems, technology management, or related field • 8 years of relevant experience or equivalent combination of education and experience • Accounting Certification (e.g., CPA, ACCA or equivalents) desired • PMP or equivalent Project Management Certification desired • PROSCI or equivalent Change Management Certification desired • A proven track record of effective management of large-scale, complex projects in Finance • Experience with SAP a plus • Fundamental Controllership knowledge with a broad understanding of general accounting principles, risks and controls, and financial concepts desired • Ability to use a variety of technology tools to create communication and knowledge products • Strong written and oral communication skills and an ability to convey complex issues in a clear and concise manner to senior management, colleagues and clients • Ability to guide and mentor junior staff • WBG Core Competencies at level GF apply to this candidacy
