MNA Poverty Global Practice and the Maghreb Facility for Women's Economic and Social Inclusion

The Poverty and Equity Global Practice, part of the Equitable Growth, Finance, and Institutions vice-presidency, plays a key role in supporting the World Bank Group’s goals of ending extreme poverty and boosting shared prosperity. As part of the equity agenda, in the MNA region the Poverty GP is co-leading the technical corporate agenda on gender aimed to enhance client and Bank knowledge and capacity to understand, mainstream, prioritize and address gender-specific issues and structural development challenges that may hamper the WBG’s goals of poverty reduction and shared prosperity in the region.

Based on the understanding that increased gender equality serves as a catalyst towards equitable economic growth and more inclusive societies, the Maghreb Facility for Women’s Economic and Social Inclusion was launched in early 2022 and aims at strengthening the evidence base and broad engagement needed to identify and implement policy reforms and programmatic actions that effectively contribute to women’s economic and social inclusion. As such, it informs the WBG’s strategic approach, country programming, and policy dialogue to more effectively address gender gaps in the respective countries.

The Facility operates through four pillars:

- Strengthening data & evidence: It will build strong analytical underpinnings to identify actionable entry points for engaging with government counterparts. - Stimulating engagement and learning: it will inform and elevate the dialogue with policymakers and influence government policies and reforms leveraging local Arab, WBG, and development partner expertise as well as international standards and best practices. - Addressing gender gaps in operations: It will identify entry points for components in new WB’s operations, as well as potential standalone gender operations. - Supporting innovative solutions: it will define and support interventions and knowledge to address sticky topics, such as social norms, and emerging topics, such as gender-inclusive procurement, women’s access and use of digital technologies, and GBV service provision.

Duties and Accountabilities

We are looking for a locally recruited Extended Term Consultant (ETC) to be based in Rabat, Morocco. The ETC will support the setting up of the Secretariat of the new Facility as well as its activities, including regional and country-focused analytical and advisory activities related to the agenda to enhance women’s economic opportunities. This includes data collection in areas where statistics are missing (e.g. GBV); preparation of analytical products; identification of policy options (based on analytical products), informing World Bank operations, as well as A-B testing and impact evaluations, all done in collaboration with partners (public sector; private sector; civil society) in the country. The facility will cover the countries of Maghreb (Morocco, Tunisia, Algeria, Libya) with an initial focus on Morocco. Like all members of the Poverty GP, the ETC will also be encouraged to support the global knowledge base of the practice, in particular as it relates to gender. The ETC will have the following main duties:

- Set up the Secretariat of the Maghreb Facility for Women’s Economic and Social Inclusion and ensure its operationalization by launching technical and analytical engagement across stakeholders, in close collaboration with key government counterparts, and by taking care of operational aspects related to procurement, reporting, financial management and other. - Provide operational, monitoring and communication leadership to the Maghreb Facility for Women’s Economic and Social Inclusion Regional Secretariat, including liaising with teams across GPs and the IFC in all countries of the subregion. - Lead and/or coordinate technical and data analyses. - Translate technical analyses into recommendations for programs, projects, policies and strategies to address constraints to gender equality particularly with respect to expanding agency and economic opportunities. - Proactively engage with other global practices and the Country Management Unit (CMU) to enhance the gender focus of the various World Bank programs and projects in the subregion. - Play an active role in the engagement (including technical assistance, capacity building and policy dialogue) with senior government officials, private sector, civil society and development partners, encouraging them to adopt an inclusive and evidence-based approach to policymaking. - Contribute to the fund raising.

Selection Criteria

We are looking for an Extended Term Consultant (ETC) with operational experience on enhancing women’s economic opportunities to join the team. An understanding of economic and social science concepts is essential, as is a demonstrated track record in country dialogue, strong client engagement skills, good judgment, demonstrated experience in tailoring analysis and conveying advice to a wide range of partners, and effectiveness in working collaboratively with teams from multiple stakeholders.

- Master’s degree in economics, social science, public policy, or related field. - Demonstrated ability to build and maintain strong working relationships with government clients and development partners, track record in donor management and resource development. - Program design and management skills and experience – someone with hands on delivery skills. - Demonstrated understanding of gender issues and priorities, in particular on women’s economic opportunities in the Maghreb is required, regional Maghreb knowledge and experience on these issues would be a plus. - Strong analytical skills, including statistics, with a track record of substantially contributing to reports in fields related to gender and social issues, inequality, poverty; and in using analytical work to inform operational engagements and policy dialogue. - Well-developed teamwork and collaborative abilities, and strong communication skills. - Fluency in spoken and written French, English is required. Arabic is an asset.
