1.BACKGROUND AND OBJECTIVES

On May 19, 2022, the G7 Development Ministers and the World Bank launched the Global Alliance for Food Security (GAFS) as a way to address the emerging global food security and nutrition crisis. GAFS seeks to act jointly and swiftly to mitigate the consequences of the rapid rise in food prices and other risks to those most affected.

To help bring these efforts together, the GAFS Global Food Security Dashboard was being developed under the leadership of the World Bank Agriculture and Food Global Practice. The objective of the dashboard is to improve coordination of policy and financial resources available to countries, and country-level response to crisis and resilience. The dashboard provides timely, quality information to decision-makers at country and global levels across three key GAFS focus areas: Advice (regular just-in-time knowledge-sharing on latest food security crisis developments), Action (tracking financial needs and responses) and Advance (forward looking research and analysis on food security and resilience). The initial version of the dashboard was launched in November 2022 and is being continuously improved and operationalized.

The dashboard has been developed and implemented by a collaborative team from several World Bank units including the Development Economics Data Group (DECDG) and Information Technology Services (ITS).

POSITION CONTEXT

This position will be based in the Data Management and Services team of the Development Data Group (DECDG). DECDG houses the World Bank’s main data team, together with the Secretariat for the Data Council. Its mission is to put data to work for development, by increasing country capacity to produce, disseminate, and use data of all kinds; improving accessibility, management, and dissemination of the WBG’s own data assets, and by producing high quality statistical indicators and data products to help improve development outcomes. The work of the department calls for extensive partnership with other international organizations, with member countries’ statistical offices, and, with regions, global practices, and other units.

Within DECDG, the Data Management and Services team produces high quality data outputs, including the World Development Indicators database and various subnational databases; and the World Bank’s Open data catalog. The team manages business processes and data quality procedures relating to data collection, transformation and dissemination, and a portfolio of key data management and dissemination platforms including http://data.worldbank.org.

2.DUTIES AND RESPONSIBILITIES

DECDG is seeking to recruit an extended-term consultant to assist the DECDG Data Management and Services team in development of the GAFS dashboard and to support DMS’s other data management and dissemination activities. Specific duties and accountabilities include the following:

Data Management and Quality Assurance

•Develop and maintain automated ETL flows to ingest and transform data from a variety of sources.

•Curate datasets to ensure data is updated regularly, data quality and accuracy is maintained and metadata is managed effectively.

•Perform analysis and provide visualization options for data sources to be included in dissemination platforms.

•Provide data science support and perform functional tasks related to data production processes and support dissemination of related data and data products.

•Document data sources and methodologies for data transformation to ensure transparency and reproducibility.

Project management

•Coordinate with ITS on implementation of new functionality and resolution of issues/bugs in DMS projects including the GAFS dashboard, including tracking, prioritization and management of issues.

•Liaise between Agriculture and Food Security GP and other DECDG clients and ITS to transform business needs into technical requirements.

•Participate in product testing, prepare documentation and provide support to clients and users.

•Provide input into user interface and visualization/dissemination of data within the dashboard.

•Provide quality control for production websites.

General

•Participate in regular team activities/meetings aimed at maintaining and improving data products, systems and websites.

•Communicate with the team leader on work status, foreseeable problems and processes.

Selection Criteria

•Master’s Degree with a minimum of 2 years’ experience or Bachelor’s Degree with a minimum of 4 years’ experience in computer science, statistics, mathematics, food security, social sciences or related field.

•Minimum of two years of professional experience focused on production data management, software engineering, website development or equivalent with a strong quantitative and computational background.

•Outstanding data wrangling skills, including experience working with semi-structured data (JSON, XML) and APIs.

•Experience developing robust, well documented Python packages.

•Experience working on production systems and familiarity with agile development practices and issue tracking tools (eg. JIRA, TFS) is essential.

•Familiarity with version control (e.g. Git) and collaborative development (e.g. Github) strongly preferred.

•Strong team work and interpersonal skills is a must. The selected candidate will have to interact effectively with a range of clients and colleagues.

•Technical experience in various aspects of data science - a creative problem solver with strong skills in design and problem formulation; data curation; data acquisition, cleaning and management; data interpretation, analysis; and the presentation and communication of results in an engaging and reproducible manner.

•Technical knowledge of one or more domains of development data such as food security, economic statistics, demographic data, or other topics would be an advantage.

•Analytical skills: ability to think strategically and rapidly analyze, interpret and integrate data information from varied sources into clear conclusions and recommendations.

•Communication skills: strong writing and data presentation skills, including data visualization.

•Self-starter: ability to take the initiative and work independently.

•Excellent oral and written communication skills in English.

•Enthusiasm for, and commitment to, development work.

•Minimum of two years of professional experience focused on production data management, software engineering, website development or equivalent with a strong quantitative and computational background.

•Experience developing robust, well documented Python packages.
