Result of Service The ultimate service of the consultancy is to contribute to the delivery of a “Curriculum on Urban Safety and Human Security”. This will in turn contribute to strengthening the delivery of UN-Habitat’s Strategic Plan cross-cutting theme on safety as an entry point.

Duties and Responsibilities BACKGROUND AND MANDATE:

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The consultancy will be in the Safer Cities Programme, within the Human Rights and Social Inclusion Unit and the Capacity Development and Training Unit of UN-Habitat in the implementation of the UNTFHS project “Making Cities and Human Settlements Safer after COVID-19: Strengthening Awareness of Safer Cities Tools applying a Human Security Framework”. The Programme has the mandate to support local governments in the development and implementation of crime prevention and urban safety policies and programmes. With 25+ years of normative and operational work, the Programme has facilitated the development and adoption of UN Systemwide Guidelines on Safer Cities and Human Settlements at the 1st UN-Habitat Assembly in May 2019 held in Nairobi, Kenya. It has also established a Global Network on Safer Cities (GNSC), involving cities and Habitat Agenda partners. The adoption of the UN Systemwide Guidelines on Safer Cities and Human Settlements has required the appraisal of current safety and security tools applied at the municipal level, and at the same time the development of a multi-dimensional human security monitoring framework and curriculum to allow countries and cities to systematically engage in the implementation of the Guidelines.

The Safer Cities and Human Security Curriculum is understood as a benchmarking tool to support learning, innovations and integrated solutions on urban safety and human security for cities globally, building on case studies globally and with a particular emphasis in Mexico and South Africa as part of the Global Network on Safer Cities. This is aimed at consolidating the existing tools in one portal to enrich the work of communities of practice on urban safety and human security.

REPORTING LINE:

The consultant will report to Capacity Development and Training Unit and coordinator, Safer Cities Programme, Human Rights and Social Inclusion unit.

The consultant will undertake the following duties and responsibilities:

1) Design the full design document for the online course on “Safer Cities and Human Security”. The design document will clearly present the target audience, learning objectives and structure of the course.

2) Take stock and analyze the offering of existing online courses provided by other organizations in the thematic area to avoid duplication and suggest linkages to relevant content throughout the training where applicable.

3) Design the online course: Prepare a complete script for the online course, with detailed structure and content descriptions of the various parts/modules. Individual modules may include text, images, interactive functionality, videos and/or interviews with the project team and partners involved in the implementation of the methodology.

4) Configure in Articulate Rise the Introduction module of the online course. The rest of the online course will be configured at a later stage by UN-Habitat.

Qualifications/special skills A master's or advanced degree in instructional design, development studies, urban planning, international relations, pedagogics, communications, or related field is required. First degree with two additional years of experience may be accepted in lieu of the advanced degree. 1. A minimum of two years’ relevant professional experience in training and capacity development is required. 2. Experience in the design of e-learning courses is required. 3. Experience with designing training materials related to the development and sustainable development sector is an advantage.

Languages English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required. Fluency in other UN languages is an added advantage.
