OBJECTIVES OF THE PROGRAMME

WHO's approaches to the prevention of and response to sexual exploitation and abuse and sexual harassment aim to reflect a United Nations system-wide common approach. WHO's policies, guidance and actions relating to prevention of and response to sexual exploitation and abuse and sexual harassment include: promotion of a safe and empowering environment; prevention of abusive behaviour; early detection and intervention; handling of formal complaints; provision of support to affected individuals; investigation of credible allegations; enforcement of disciplinary and judicial sanctions that are commensurate to the misconduct; and collection, use and reporting of anonymized data. Additional measures are being implemented across the three levels of the Organization, to ensure the full compliance and consistent implementation of these policies and guidance. A broad range of departments,units and offices across the three levels of WHO are responsible for developing and implementing WHO PRSEAH policies and activities.

DESCRIPTION OF DUTIES

Generic duties

- Inspires synergies and thematic collaboration across the 3 levels of the Organization, in a horizontal approach across the vertical areas of programme specialization of PRSEAH, ensuring that areas of work that draw on commonalities are delivered efficiently and effectively, reflecting on the overall performance-excellence of the organization.

- Assumes accountability for the delivery of matrixed solutions and results of a cross-cutting nature in the role of thematic lead and portfolio manager for PRSEAH.

- Represents WHO's work on specific thematic and cross-cutting areas of PRSEAH more broadly internally and externally when- and where required, serving as the technical reference point among the peer community, UN Agencies and other stakeholders at the technical level in the area of PRSEAH.

- Directly manages and supervises own staff in the cross-cutting PRSEAH group in the Director-General's Office and serves as lead for and among project-limited fluid and ad-hoc groups of technical specialists including (inter alia) to provide input on performance evaluations of these staff across as regards to PRSEAH issues.

- Overcomes silo-approaches by drawing on creating synergies in programme delivery, analyzing gaps, overlaps as well as opportunities, develops respective workable approaches, and assumes accountability for matrixed solutions by integrating the teams to jointly deliver a more coherent approach to PRSEAH.

- Develops and proposes technical delivery strategies for implementation of cross-cutting results, products, and initiatives through liaising with Regional and Country counterparts, providing advice on strengthening and improving technical capacity of target clienteles.

Specific duties

- Leads the WHO Task Team on Preventing and Responding to Sexual Exploitation and Abuse and Sexual Harassment.

- Oversees the development, regular review, updating and implementation of the WHO organization-wide PRSEAH workplan, budget and human resource planning: monitor and regularly report on implementation, outcomes and impact.

- Participates in relevant regional and country missions and activities to promote country-level implementation and impact.

- Oversees the WHO Secretariat implementation of WHO governing body resolutions and decisions related to PRSEAH and reports on progress of implementation.

- Coordinates regular briefings and information sessions on PRSEAH for WHO staff, Member States and partners where relevant.

- Liaises with key interagency mechanisms and networks on PRSEAH in association with the relevant technical specialty unit.

- Mobilizes a network of external PRSEAH expertise and organization that can provide advice to WHO on best in class approaches to PRSEAH.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in human rights, social science, health science, development studies, law or other related field relevant to the functions of the position. Desirable: Postgraduate qualification in areas related to gender, human rights, communications.

Experience

Essential: A minimum of 15 years of professional experience with increasing levels of seniority in project management, coordination and/or management of over-arching programmatic activities, ideally with or in an International Organization. Experience in country-level implementation of PRSEAH policies, strategies and programmes. Demonstrated experience at the international level. Desirable: Demonstrated experience managing human and financial resources. Experience in mobilizing broad partnerships and networks. Experience working in emergency/humanitarian settings.

Skills

Political, managerial, and programmatic vision and the ability to see and manage topics and issues in a larger context.

Outstanding people skills and the ability to mobilize human resources and motivate teams to group on thematic issues in the quest to deliver excellency.

Proven portfolio/project management skills in the area of leading project teams, instilling a results-focused way of working.

Excellent skills and ability in thinking and operating outside-of-the-box, with a sensitivity to spot gaps, overleaps, opportunities and in formulating approaches addressing these.

Recognized expert in the thematic cross-cutting area of PRSEAH.

Concrete skills in the planning and coordination of multidisciplinary health/technical programmes.

Ability to engage and communicate effectively and diplomatically with in- and external partners and stakeholders on behalf of WHO.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 102,715 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6968 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
