Under the guidance and supervision of the Director of Programmes, the Director, Nutrition and Child Development provides global strategic vision, technical guidance, and thought leadership to UNICEF’s work on Nutrition and Early Childhood Development, in support of UNICEF’s Strategic Plan and SDG commitments. The Director Nutrition leads the Nutrition and Child Development Team in the Programme Group which also anchors the Global Lead on Early Childhood Development (ECD). The Director continuously enhances UNICEF’s position as a global technical leader for children on nutrition and ECD through intellectual, technical, managerial, advocacy and research leadership for the formulation, implementation and monitoring of UNICEF Nutrition Strategy 2020-2030 and global, regional and country level programmes across all country contexts, in both humanitarian and fragile settings. The Director contributes to enhancing programme excellence while championing collaboration across sectors and anchored teams, and systematically incorporating multi-sectoral issues and approaches. . The post advises the Executive Director and senior management on related policy and programme matters and maintains strategic relations with global partnerships and coalitions.

The Director, supervises and leads the Nutrition and Child Development Programme Team[1] and its staff and has a strong regular working relationship with the Regional Nutrition Advisors. The Director also works in close collaboration with Directors and Global Leads in the Programme Group, with other Divisions, counterparts in other UN Agencies, and Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral partners, private sector, and civil society stakeholders to support delivery on the outputs to which UNICEF has committed in the Strategic Plan. The Director represents UNICEF in strategic high-level and decision-making fora, and strategic engagement with critical partners.

How can you make a difference?

The Director, Nutrition and Child Development’s key functional accountabilities include:

Policy Development and Programme Guidance

  • Formulate institutional strategies, identify programme priorities, develop policies, and delineate recommended actions to deliver on UNICEF Strategic Plan outputs within the Nutrition outcome area, in consultation with Headquarters, Regional and Country Office counterparts as well as relevant partners as appropriate, and including review and revision of existing policies.
  • Initiate, develop and distribute appropriate technical tools and programmatic guidelines and oversee the application of these guidelines at HQ, Regional and Country Offices in order to implement corporate strategies and policies.
  • Initiate and promote the preparation, finalization and dissemination of technical documents related to priority nutrition programme areas.
  • Initiate evaluations on innovative experiences for dissemination within UNICEF and externally with an aim to bring successful programs to scale.
  • Keep up to date on innovations, trends, results and analyses in the nutrition sector; use state-of-the-art knowledge and data to enhance UNICEF-supported programmes and policies

    Capacity Development

  • Develop and support the implementation of training strategies for national capacity building in nutrition for both nutrition specific and sensitive interventions, with a special emphasis on equity-programming.

  • Develop and/or support the implementation of training programmes and career development opportunities to enhance the capacity of UNICEF nutrition staff, with a special emphasis on equity-programming.
  • Assist in the timely identification, interviewing, orientation and career development of Nutrition Programme staff at HQ, Regional and Country offices.
  • Oversee the development of joint work plans with the regional offices and support, in coordination with regional offices, technical capacity for country situation analyses and development of national plans of action.
  • Facilitate, with regional offices, country level coordination among development partners in the preparation, review, and implementation of nutrition plans of action; investment cases and funding proposals; and joint programme approaches.

Advocacy and Partnership Management

  • Advocate for children's right to good nutrition including by representing UNICEF in global, regional and country level advocacy and technical venues, often serving as the representative and spokesperson of the Executive Director on Nutrition policy issues.
  • Establish and maintain good working relationships with partners including UN agencies, civil society organizations, global health partnerships, multilateral and bilateral donors, foundations, private sector, academia and professional associations.
  • Foster UNICEF's leadership role in key global nutrition partnerships and initiatives.

Resource Mobilization

  • Identify, develop, pursue and secure funding opportunities for UNICEF's nutrition programmes with multilateral and bi-lateral agencies, non-governmental organizations, private foundations and other emerging donors.
  • Oversee management of the Section's budgets, including globally managed multi- country grants, and supervise reporting to ensure timely fulfillment of donor reporting requirements.

Management of the Nutrition and Child Development Programme Team

  • As Director, Nutrition in UNICEF's New York Headquarters, the incumbent establishes, manages and maintains the highest quality standards for efficient and effective operation of the Nutrition and Child Development Team, including recruitment, orientation and supervision of professional and support staff; formulation and monitoring of the annual workplan; management and monitoring of the budget including approval of travel plans; fulfilment of reporting requirements; and oversight of day-to-day issues as required.
  • Contribute to PG management as a member of the PG Directors’ Group and support the Director of Programmes, as needed.

To qualify as a champion for every child you will have …

Qualifications:

  • Advanced degree in Maternal and Child Nutrition, Public Health Nutrition, Nutritional Epidemiology, or relevant social sciences is required.
  • A minimum of 15 years professional experience, including in developing countries and with at least 10 years at the international level, including in senior leadership and management positions.
  • Fluency in English is required. Knowledge of another official UN language is considered as an important asset.
