Org. Setting and Reporting This temporary position is located in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in New York. The Director is responsible to the Under-Secretary-General (USG) for Internal Oversight Services for the effective and efficient management of the Division. While the Director is based at the United Nations Headquarters in New York, the Investigations Division has offices in Vienna, Nairobi and in some peacekeeping missions. Frequent travel may, therefore, be required.

The Office of Internal Oversight Services is an independent office reporting to the Secretary-General and the General Assembly. ID/OIOS investigates reports of possible violations of rules, regulations, mismanagement, misconduct, waste of resources, or abuse of authority.

The Investigations Division conducts investigations in accordance with best practices and applicable rules and standards into allegations of possible violations of United Nations regulations, rules and other pertinent administrative issuances; possible criminal violations, including sexual exploitation and abuse, fraud and corruption and waste and abuse of resources and provides advice and expertise to the United Nations Secretariat.

Responsibilities The Director will be responsible to:

•Plan, direct and manage the activities undertaken by the Investigations Division •Formulate the Division's strategic and operational plans and manage the staff and activities to ensure the achievement of performance goals and the optimal use of resources •Assess the potential for fraud and other violations in high-risk operations through the analysis of control systems and recommending action to be taken in order to minimize the risk of occurrence of such violations •Assess and manage cases related to sexual exploitation and abuse and sexual harassment at Headquarters, Offices Away from Headquarters, and Peacekeeping Missions •Establish operating guidelines, lines of authority and communication, work objectives and priorities of reporting •Provide investigatory assistance to separately administered United Nations funds and programmes and specialized agencies. In those cases where the Organization has decided to take jurisdictional or disciplinary action following a recommendation made by the Division, liaise with national law enforcement authorities or administrative disciplinary bodies in providing assistance and the requisite documentation or information for the advancement of the case proceedings, including representing the United Nations at court proceedings •Report to and manage relationships with intergovernmental bodies on budget or programme performance or on substantive issues, as appropriate •Engage in advisory consultations and coordinate with Heads of Offices on fraud detection and prevention •Participate in international forums on the issue of corruption, as well as inter-agency oversight committees •Participate in meetings, seminars, etc. on substantive-related issues and represent the Division at inter-divisional meetings of OIOS, and international, regional and inter-agency meetings, seminars and conferences •Oversee the recruitment of staff for the Division •Perform other duties as required

Competencies Professionalism: Expert knowledge and understanding of procedures and processes relevant to investigations, including matters of sexual exploitation and abuse, sexual harassment, and fraud and corruption; demonstrated ability to conduct and supervise complex investigations; strong English drafting skills required, especially with respect to the preparation of complex reports and papers on investigation issues and the ability to review and edit the work of others; good research, analytical and problem-solving skills; ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given; ability to plan own work and manage conflicting priorities; good management skills. Comprehensive knowledge of United Nations policies, procedures, operations and applicable regulations and rules, as well as good knowledge of the conditions prevailing in areas where the United Nations conducts peacekeeping missions. Education Advanced university degree (Master’s degree or equivalent degree) in law or a relevant field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of fifteen years of progressively increasing managerial experience in investigatory work with demonstrable experience in investigating and supervising the investigation of sexual offences, including sexual harassment and sexual exploitation and abuse, as well as in fraud and corruption is required. Experience in managing a diverse, multidisciplinary group of professionals in undertaking serious and complex investigations is required. Experience with international investigation activities is required. Experience with an international or multilateral organisation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken English is required. Knowledge of another official language of the United Nations is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise, which may be followed by a competency-based interview.

Special Notice This position is temporarily available for six months and is financed by the regular budget. The appointment, or assignment, and renewal thereof are subject to the availability of the post or funds, budgetary approval, or extension of the mandate.

If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
