1. Organizational Context

  1. Organizational Setting

The post is located in the Building Respect for IP Division in the Global Challenges and Partnerships Sector. This Division is responsible for fostering international cooperation among Member States and other stakeholders on issues relating to the building of respect for IP and the enforcement of IP rights, as a critical part of the development of national and regional IP ecosystems, and in the interest of socio-economic development and consumer protection. With this aim, and guided by Recommendation 45 of the WIPO Development Agenda, as well as Expected Result 2.3 in the Medium Term Strategic Plan 2022 - 2026, the Division, inter alia, facilitates international policy dialogue on building respect for IP, including in cooperation with other relevant international organizations, and provides assistance to Member States in the areas of policy, legislation, training and awareness-raising.

  1. Purpose Statement

The Director of the Division leads the substantive and administrative facilitation of customer engagement, provides legal and policy advice, and oversees the design, organization and implementation of capacity-building and technical assistance activities in relation to building respect for IP taking into account the social, economic and technological variables and challenges.

The incumbent works under the supervision of the Assistant Director General responsible for the Global Challenges and Partnerships Sector.

  1. Work Relations

The incumbent works closely with other WIPO programs and Member States, United Nations (UN) agencies and bodies, intergovernmental organizations and other stakeholders.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Oversee the substantive and administrative preparations for and management of sessions of the WIPO Advisory Committee on Enforcement (ACE) and related inter-sessional meetings, briefings and consultations; guide its work by formulating practical and politically balanced proposals for the discussion and examination of themes agreed upon by the Member States.

b. Oversee the development and implementation of capacity building and training activities both in the field of IP enforcement, and for prosecution and law enforcement officials in fostering strategic cooperation to combat counterfeiting and piracy; and in the field of public awareness-raising as a preventive measure to complement ongoing enforcement activities, providing national authorities and stakeholders with information on how to develop and implement national awareness raising strategies.

c. Oversee the provision of legislative advice to comply with international, regional and bilateral obligations, bearing in mind the options and flexibilities in the applicable agreements, in particular Part III of the TRIPS Agreement.

d. Oversee the provision of strategic advice to Member States on appropriate administrative structures and mechanisms aimed at adopting an integrated and multipronged approach to building respect for IP by promoting improved appreciation of the benefits of the IP system, encouraging a behavioral change to curb demand for IP infringing goods, and ensuring effective and efficient enforcement systems, as a critical component of national and regional IP ecosystems.

e. Oversee strategic engagement to develop consultative networks and promote cooperation with representatives of WIPO Member States, other intergovernmental organizations, non-governmental organizations and civil society with a view to creating synergies and promoting joint activities and public-private partnerships to build respect for IP.

f. Supervise activities carried out by the Division’s staff including the preparation of publications on legal and policy aspects of respect for IP, advisory missions, conferences, meetings, workshops and other consultative processes.

g. Take overall management responsibility for the Division’s human and financial resources, determining priorities and allocating resources for the timely and quality delivery of work products in accordance with results-based management principles; ensure that key risks are identified, assessed and managed for the achievement of agreed results.

h. Represent WIPO and provide substantive expertise and authoritative advice at senior level international, regional and national meetings and policy-making processes, including multilateral processes and specialized agencies within the United Nations system.

i. Perform other related duties as required.

3. Requirements

Education (Essential)

Advanced university degree. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of the advanced university degree.

Experience (Essential)

At least 15 years of relevant professional experience in areas connected to building respect for IP, including IP enforcement, ten years of which at a senior advisory or managerial level.

Experience (Desirable)

Experience with issues relating to building respect for IP at the international or regional level, especially in developing countries.

Experience with facilitating discussions on substantive policy issues in regional or multilateral settings.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Knowledge of other UN official languages.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the September 2021 rate of 75.9%
