Job Description

The Strategic Information Director will be responsible for overseeing the design and implementation of research, monitoring, and evaluation of the CDC/PEPFAR-funded Implementation of Programs for the Prevention, Care and Treatment of HIV/AIDS in the Republic of Cote d’Ivoire under the President’s Emergency Plan for AIDS Relief (PEPFAR) project in accordance with CDC regulations, IRC policies, and international standards for programming and research. The Strategic Information Director will provide technical and field oversight of all M&E activities and data analysis, including launching and supervising the baseline assessment, setting up an efficient program monitoring system, and ensuring that evaluations of program effectiveness are used for continuous quality improvement, planning of future activities, and are widely disseminated to key stakeholders. The Strategic Information Director will provide direct technical supervision to IRC’s M&E staff, as well as oversee capacity building of IRC, sub-partner, and government staff to effectively plan and conduct the monitoring and activities.

Responsibilities:

- Ensure that monitoring systems meet CDC/PEPFAR, IRC and host country requirements and that collected data are used to update, continuously guide and improve implementation. - Ensure the Evaluation and Performance Measurement Plan is aligned with the strategic information guidance established by OGAC and other HHS/CDC requirements, including PEPFAR's Monitoring, Evaluation, and Reporting strategy and CDC's Data for Partner Monitoring Program - Lead the development of the program’s M&E plan and any required tools and methodologies for the monitoring of program activities in collaboration with the Project Director (Care & Treatment Lead), Technical Director (Principal Investigator), HQ technical staff, and partners. - Design and lead program rapid assessments as well as other assessments to inform program design and implementation. - Coordinate program baseline, and year 2 and 4 evaluations, - Oversee timely collection and compilation of the data required for reporting on project progress and EPMP indicators. - Collaborate with various partners, including partners, district health officers and committees, as well as health clinics, to ensure the most effective and realistic data collection systems. - Directly supervise M&E staff and strengthen their skills, as well as the skills of project and partner/government staff in qualitative and quantitative M&E evaluation tools, including Data Quality Assessments (DQAs), the SIMS 2.0 tool, and Data Demand and Information Use for improved evidence-based decision-making. - Ensure project’s data quality. - Draft periodic donor data reports (i.e. weekly, monthly, quarterly and annually including reports on EPMP indicators). - Work closely with IRC’s HQ Evaluation Technical team. Technical Advisors from other teams (such as Health and Governance), and in-country program and government staff on monitoring, evaluation, and learning systems. - Analyze the data to inform project management, technical programming, development of best practices, and national guidelines. - Conduct frequent field visits to program sites to monitor activities and engage local stakeholders. - Participate in publication of program results through abstract or poster presentations at conferences and manuscript submissions to professional journals.

Required Skills:

- Strong leadership, analytical and organizational skills; and the ability to assess priorities quickly and manage a variety of activities simultaneously while paying appropriate attention to detail. - Excellent interpersonal skills and ability to interact professionally with donor representatives, project stakeholders, partner organizations, and in-country collaborators and staff at all levels of the organization. - Extensive experience working in and supporting M&E systems including use of various tools and technologies/databases. - Significant experience in research design for field-based impact evaluations, including methodology, data collection, analysis, and ethics. - Experience in HIV data collection and research preferred. - Strong data management skills and familiarity with Excel, SPSS, Stata or other statistical analysis software required and Strong MS Office skills, including Word and Excel. - Previous experience working on HIV prevention and care or similar projects. - Previous experience working on outcome and impact evaluations. - Demonstrated experience in capacity building and mentoring. - Experience in the area of quality control and proven ability to produce high-quality work plans, quarterly reports, and other CDC/PEPFAR reporting deliverables in a timely manner. - Good understanding of CDC/PEFPAR monitoring and evaluation expectations. - Ability to work independently, organize work, meet deadlines, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.

Qualifications

- Master’s degree in statistics, public health, international development or related degree (Diploma/Certificate in M&E, statistics or social sciences preferred). - Minimum five years demonstrable experience in program design, monitoring and evaluation in a conflict or post-conflict context. - Experience managing M&E systems and protocols for a USG-funded program. - Experience implementing in West Africa required; experience in Côte d’Ivoire preferred. - French fluency and limited proficiency in English required.
