Result of Service - Develop and manage the mega event interactive platform as well as assist in liaising with partner organizations, speakers, youth and HL participants, and in developing the event automated program, managing the invitees/participants database, and reviewing selected substantive, organization and promotional material of the mega event. - Deliver a full operational plan (fully tested e-mail alert and registration system, fully functional website and automated dynamic event programme, fully operational media plan including video, brochures and flyers, for all segments, and particularly the HL and host-related segment) and standard operating procedures and training of the operational team. - Deliver all reports and attendance/participation list (disaggregated by track, session, gender and geographic distribution) and media material related to the event. (The organizers will retain the copyright over all the presentations, reports and database of the event).

Expected duration The services are required for 14 weeks (starting beginning of the second week of October till end of the end of the second week of January 2022).

Duties and Responsibilities The Expert Consultant will work under the guidance and supervision of Mr. Ayman El-Sherbiny, the Chief of ICT Policies, Information Society and Digital Development in the Statistics, Information Society and Technology Cluster (SISTC), ESCWA, Email: [email protected], and in cooperation with other ADCD-ASAP team members assigned by him.

The Expert Consultant, with the guidance of UNESCWA, will engage with partner organizations, host country and the broader community to understand their expectations and contributions and inform the planning process of the potential ESCWA-NTRA pre-event in conjunction with the global IGF-16; to take place in Cairo over 2 to 4 days during 6-9 December 2021 as a full-pre-week pre-event to the main mega event, and the multi-tracks fully virtual mega event and associated Tracks taking place during 13-23 December and including several tracks such as the: Arab WSIS, Arab IGF, Arab eGov Council, Arab Digital Development Reviews, Arab Hub for the global IGF and other LAS intergovernmental tracks, as applicable.

In addition, the Expert Consultant will be responsible for undertaking the following tasks for a smooth implementation of what is envisaged as a prototype of "The First Arab Conference on Digital Development and Cooperation": - Assist in the design and progressive development of the online automated full programme of the mega event, using web or mobile applications and systematically follow through the successive iterations and modifications of its agenda. - Research appropriate tools and develop and maintain the mailing lists, registration forms for participants as well as the design and content management of the website for the mega event at the web or mobile platforms. - Assist in developing and reviewing the concept notes, substantive and organizational material for the different sessions of the mega event, for accuracy and quality. - Liaise and coordinate the inputs of the Partners to the mega event, notably ITU, UNCTAD, UNESCO, UNDESA, etc. - Assist in drafting the organization and promotional material of the mega event, including targeted invitations and reminders (emails, letters, memos, reminders, news items...) to relevant stakeholders as needed. - Provide support to the event's High-Level Track and assist in developing detailed personalized programmes for the Ministers, CEOs and other high-level representatives. - Facilitate the preparation of the event daily news and outcome document. - Assist in following up with partners, speakers, and participants to ensure a wide and smooth participation in the mega event. - Assist in identifying and liaising with speakers and high-level invitees towards their smooth participation in the event. - Retrieve, highlight and compile relevant information on Digital Development and Digital Cooperation related topics in the Arab region from a wide variety of information sources; prepare inputs on the subject as required and assist in the preparation of presentations and background material in support of the mega event. - Prepare statistical tables and graphs on participation in the event, disaggregated by age, gender, geographic location, etc. - Perform other duties as assigned by the Supervisor.

Qualifications/special skills Academic Qualifications: Master's degree in telecommunication, computer science, information technology or relevant field such as engineering etc., OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned is required. Experience: - At least 5 years of progressively responsible experience in telecommunication, computer science, information technology or relevant field such as engineering etc. is required. Experience in Information and Communication Technology research and analysis in the WSIS context is desirable. - Experience in event agendas webpage design and related media material is desirable. - Proven Experience with organising mega WSIS forums and related tracks is desirable. Language: - Fluency in oral and written English and Arabic is required. - Knowledge of another official United Nations language is an advantage.
