Result of Service The main objective of this consultancy is to develop an assessment of Uruguay REDD+ Readiness Preparation Package in accordance with the Readiness Assessment Framework of the Forest Carbon Partnership Facility (FCPF) for review and endorsement by the FCPF Participants Committee. For the development of this consultancy, the consultant will be expected to compile and review all relevant information on Uruguay's REDD+ readiness process, interacting directly with designated government focal points. The development of the assessment will require the consultant to acquaint him/herself with the guidelines of the Readiness Assessment Framework of the Forest Carbon Partnership Facility and, potentially, with the examples of other countries that have undertaken this same process.

Product 1: A document that includes: - An assessment analysis on the REDD+ Uruguay Readiness Preparation Package developed in accordance with the guidelines of the Readiness Assessment Framework of the Forest Carbon Partnership Facility (FCPF). Review the documents developed by Uruguay in the framework of the REDD+ readiness process. - Consider the feedback provided by the FCPF on the development of the REDD+ readiness package. - Develop an analysis and assessment, according to the Readiness Assessment Framework of the Forest Carbon Partnership Facility (FCPF).

Duties and Responsibilities The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations System and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LAC Office) located in Panama City works closely with the 33 countries of the region - including 16 small island developing States, with a population of about 588 million people. The office works to serve the needs of the region and its activities are integrated into the work programs approved by the United Nations Environment Assembly (UNEA).

The UN Environment Sub-Regional Southern Cone Office located in Montevideo, works closely with countries of the region and its activities are integrated into the Medium Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

The government of Uruguay has requested support from UNEP to promote the implementation of the objectives and measures of Uruguay's National Determined Contribution (NDC) in the framework of the Paris Agreement related to native forests, as well as to advance in the implementation of the strategic axes of its REDD+ National Strategy. The conservation, management and restoration of native forests has the dual purpose of contributing to the mitigation of climate change and to the commitments assumed by Uruguay within the international community (NDC, Bonn Challenge etc.) and to increase its resilience to climate change due to the contribution of forests to the hydrological cycle and soil conservation. Promoting the implementation of the country´s REDD+ strategy actions will potentially lead the country to access result-based payments and could generate a paradigm shift in Uruguay´s Land-use sector.

The REDD+ Readiness Package is a fundamental input for the whole REDD+ process, as it includes the fundamental components for the development of the following phases and, in particular, for the future implementation of REDD+ actions.

Uruguay has developed a first version of its Readiness Package as a product of the REDD+ Readiness Preparation Project, carried out in Uruguay with the support of the Forest Carbon Partnership Facility (FCPF), but it has not yet been endorsed by the Participants Committee. In order to obtain such endorsement, it is necessary to review the document according to the requirements of the Readiness Assessment Framework and develop a detailed assessment.

With the support from UN Environment Programme and under the supervision of the Programme Officer located in Panama City, the selected candidate will have the responsibility of conducting an assessment of the REDD+ Uruguay Readiness Preparation Package in accordance with the Readiness Assessment Framework of the Forest Carbon Partnership Facility (FCPF).

The consultant will be supervised by the Regional Coordinator for UN-REDD+ Programme for UNEP and will work from home.

Qualifications/special skills Skills: - Strong analytical, research and organizational skills, attention to detail and ability to prioritize work among multiple competing demands and tight deadlines; Academic Qualifications: - Master degree in Economy /Agronomy/Forest/Environmental sciences is required. - Doctoral degree on applied economics and/or climate change issues will be considered an asset. Experience: - A minimum of 10 years of full-time relevant experience in climate change research with a focus on mitigation is required; - Experience on The United Nations Framework Convention on Climate Change (UNFCCC) and The Intergovernmental Panel on Climate Change (IPCC) guidelines, especially in the topics of climate change mitigation in the LULUCF sector will be considered an asset; - Experience in monitoring reporting and verification (MRV) of GHG emissions/removals and climate change mitigation, working experience with national and/or regional government entities, will be considered an asset. Language: - The candidate should be fluent in English, having excellent writing, reading and communication skills.
