NORDEM is NORCAP`s programme on human rights, democracy and peace. NORDEM has a longstanding partnership with the Organisation for Security and Cooperation in Europe and the European Union. Norwegian experts have been assigned to support various OSCE institutions, EU institutions and field missions.

On behalf of the Council of Europe, we are looking for an experienced professional to take on the position as Deputy Head of Office for the Directorate of Programme Co-ordination based in Kyiv, Ukraine. The secondment is for 12 months with a possible extension. N.B. This vacancy is open for Norwegian passport holders only.

Role and responsibilities As the Deputy Head of Office, you will work in a difficult environment and contribute to the efficient management of the Council of Europe Offices in Kyiv.

Your role will focus on:

  • assisting the Head of Office in administrative, logistical, budgetary and human resources aspects of the day-to-day running of the Office;
  • acting as substitute of the Cost Centre Manager and ensuring the efficient financial management structure of the Office and the effective management of financial resources under the responsibility of the Office;
  • providing advice and support in planning, negotiation and implementation of the Council of Europe’s co-operation projects funded by extra-budgetary resources;
  • co-ordinating and overseeing the implementation of projects under the financial responsibility of the Office;
  • in close co-operation with the Directorate of Programme Co-ordination and relevant Major Administrative Entities, facilitating the identification of relevant needs, including development of proposals, leading to targeted and timely cooperation activities;
  • maintaining constructive working relationships with relevant operational partners, notably international organisations, diplomatic personnel and local authorities.

    Qualifications

  • as a minimum, you must: hold a higher education degree or qualification (law, economics, political sciences, public administration, international relations or related field) or higher education degree or qualification equivalent to a master’s degree (2nd cycle of the Bologna process framework of qualifications for the European Higher Education)

  • have a minimum of five years of relevant professional experience;
  • leadership experience
  • sound knowledge and experience of working in the field of technical assistance activities
  • have a very good knowledge of one of the Council of Europe’s official languages (English) and basic/good knowledge of the other (French);
  • be a Norwegian citizen as a Seconded National Expert from Norway.
  • professional and technical expertise with administration and management, particularly with regard to management of staff and budgetary matters;
  • in-depth knowledge and extensive professional experience in project/programme management.
