Scope:

The Deputy Director is responsible for leading the design and implementation of all direct service programs in the IRC Iowa office. Current programming focuses on refugee resettlement, economic empowerment, support to Ethnic and Community-Based Organizations (ECBOs) to deliver education and youth services, and health initiatives. The Deputy Director will support a wide variety of office and staff management responsibilities as well as lead program strategy, design and implementation. This role will represent IRC and engage regularly with external audiences to increase awareness, generate support, and raise visibility of IRC’s work and client needs in all IRC Iowa locations.

Major Responsibilities

The Deputy Director works in close coordination with and reports to the Executive Director (ED) to achieve the following goals:

Compliance & Administration

- Ensure that programs comply with all contractual, reporting, and match requirements. - Ensure quality data collection across all programs; oversee the content of reports and impact data to provide insight to internal and external stakeholders as well as inform future program design. - Ensure that programs maintain sound fiscal management including compliance with all HR and donor policies and procedures. - Represent office and assigned programs with HQ. Guide the implementation of relevant HQ initiatives. - Supports various IRC initiatives and policies related to Gender Equity, Diversity and Inclusion, Ethics and Compliance, Safeguarding, Duty of Care, and other priority Strategy100 or organization priorities

Program Oversight

- Ensure client success with a strong emphasis on empowerment through high quality service that supports clients to thrive in their community. - Ensure program activities are implemented consistently with donor requirements and provide technical support, oversight, and leadership to internal stakeholders. - In cooperation with the Executive Director, support development and tracking of Iowa wide Strategy Action Plan (SAP) with measurable goals and objectives to expand and support existing programming. - Create close programmatic linkages between all teams; proactively implement processes and procedures that ensure clients are connected to relevant programs throughout the agency. - Work closely with staff to promote strong relationships across programs while fully implementing a client-centered service methodology across all service areas. - Ensure that all program areas have strategic plans aligned with office SAP and IRC100, leading to the sustainability and growth of programming; support new project design and program development. - Develop and maintain strategic community partnerships with other service providers, government agencies, foundations, employers, and other key stakeholders. - Represent the office in external meetings; serve as additional lead with media, community engagement, and advocacy efforts alongside the ED - Work with the Finance Manager and program staff to monitor and manage all program budgets and oversee that program outcomes meet proposed goals.

General Management

- Provide high level leadership to program department managers and/or supervisors including: - Regular one on one meetings with all direct reports. - Leadership of program teams through continuous guidance and engagement with department leads - Effective delegation of duties and responsibilities. - Consistent and ongoing feedback and communication. - Extensive professional development support and coaching of team members. - Recruit, hire, train and supervise senior program team members. - Support writing and review donor reports for content and accuracy prior to submission. - Assist Executive Director and Finance Manager in budgeting process. - Maintain open and ongoing communication with the Executive Director, Development and Finance leadership, and other key positions. - Serve as Acting or Interim ED during times of ED absence - Other related duties as assigned.

Job Requirements

Education:

- Bachelor’s degree required; graduate degree in business, non-profit management, public administration, or human services related field preferred.

Work Experience:

- Experience in successfully implementing refugee resettlement, immigrant services, human trafficking programs, and/or similar programming serving vulnerable populations. - Minimum of eight (8) years of professional work experience with progressive levels of responsibility, including supervisory and program management experience.

Demonstrated Skills & Competencies:

- Strong experience with program and budget management, strategic planning and conducting monitoring and evaluation activities to ensure program quality. - Demonstrated ability to promote an organizational culture that reflects IRC’s core values of service, accountability, integrity, and equality. Ability to lead in a way that recognizes that IRC’s work is best accomplished through the true collaboration of individuals from many cultures with a great variety of skills and perspectives. - Excellent communication skills both written and verbal; fluent English required. - Solid organizational and project management skills to promote productivity and efficiency. - Ability to work under pressure and meet deadlines. - Excellent interpersonal and communication skills: the ability to communicate effectively and diplomatically with grantors, volunteers, partner agencies, government officials, multi-cultural clients, and colleagues on all levels, - Proven leadership and team-building skills, - Demonstrated ability to work successfully in a multi-cultural environment. - Proficiency in Microsoft Office applications (especially Word, Excel, Outlook) and internet research.

Working Environment:

- A combination of standard office environment and ‘field’ time within the service delivery areas to perform the above outlined responsibilities. Partial remote or hybrid work schedule will be considered. Travel to all IRC offices in Iowa is expected on a regular basis and in consultation with the ED. - May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
