Job Description

The IRC began working in Myanmar in May 2008 with emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since then, the IRC has broadened its portfolio with health, protection, WASH, and shelters programs aiming to support displaced, crisis affected and vulnerable communities to survive, recover, and gain control of their futures. IRC’s current programming in Myanmar has a strong humanitarian focus and aims to reach people affected by the national crisis and escalating conflict that has spread across the country following the February 2021 coup, together with pre-existing caseloads of IDPs and marginalized and stateless communities. In addition to direct service provision, a critical component of IRC’s program strategy in Myanmar involves support to and through local partners, and IRC’s portfolio includes a range of local partners working across multiple sectors. The IRC currently works in Rakhine, Chin, Kachin, Northern Shan, Kayah and Kayin States and implements an annual portfolio of over $16 million.

Job Summary:

We are seeking an experienced professional with a hands-on senior management record in humanitarian programming in a complex context. S/he must be able to motivate and lead a diverse and committed team and provide pro-active representation and engagement within the humanitarian community, with funding partners, with authorities, and to international policymakers. S/he must also demonstrate sound financial and operational management skills and have solid experience managing in highly complex operating environments. The Deputy Director of Field Management (DDFM) is a member of the Senior Management Team (SMT). Reporting to the Country Director (CD), the DDFM will lead IRC field operations in Myanmar in close coordination with other members of the SMT and key operations and finance personnel based in Yangon.

The DDFM maintains a close working relationship with the Deputy Director for Programs, Deputy Director of Finance and Deputy Director for Operations to ensure cohesion and coordination between programs and operations..

The DDFM support senior management in relation to safety, access and field operations while ensuring that IRC program operations are harmonized to ensure effective, effective, and safe delivery of the objectives laid down in the country Strategic Action Plan and being adaptable to changing internal and external factors affecting the operational environment.

Responsibilities:

• Participate in Senior Management Team (SMT) initiatives including weekly, monthly and quarterly meetings as well as other ad hoc events.

• Develop and lead, in collaboration with SMT colleagues, sub-national management for a to ensure cross sectoral program integration and cross departmental partnership and synergies.

• In collaboration with the Technical Program Coordinators, continually monitor and assess the evolving humanitarian context and needs and channel these to SMT colleagues

• Represent the IRC externally on behalf of the Country Director in the state level and ensure the organization is strategically positioned in relevant sub-national UN, NGO and National and state levelfora.

• Act as a champion for the Strategic Action Plan (SAP), ensure that all field level operations are orientated towards meeting SAP objectives and participate fully in SAP reporting and revisions.

• In partnership with the Deputy Director for Program, support the efficient and effective delivery of program commitments by contributing to the implementation of tools such as procurements plans, budget versus actual reports, spending plans, work plans etc.

• Work closely with the partnership team in building relationships and facilitating support in response to needs of our partners in the state.

• Working closely with SMT colleagues, ensure that operations (finance, supply chain, HR, IT) are responsive to the needs of field offices, are in line with IRC policy /donor regulations and meet the highest compliance standards possible.

• Support the Sr Safety and Access Coordinator and Field Coordinators with develop and implementation of safety and access SOPs including humanitarian negotiations with authorities at the state level.

• Ensure effective human resource management, in conjunction with relevant colleagues, through responsive supervision and performance management of direct reports and overseeing staffing, leave, performance management planning and roll out across relevant teams.

• Adhere to and act in accordance with the IRC Global HR Policies and Procedures and communicates through word and example a high standard of compliance with all applicable policies and regulations.

• Champion gender, diversity and inclusion throughout our operations and our programs.

Position Reports to: Country Director

Position directly supervises: 4 Field Coordinators and Sn Safety and Access Coordinator

Requirements:

• 10-15 years + work experience in an operational management role, with several of these being in an international NGO.

• Experience working in Myanmar either at the field or in Country office with vast understanding of the operating context in the country is mandatory

• Post graduate degree in management or social sciences is preferred.

• Prior and successful experience working within an insecure conflict prone environment.

• Strong understanding of Gender, Diversity and Inclusion principles.

• Strong background in Field Coordination, Safety access, Supply Chain, Logistics and Administration.

• Strong finance background in financial management, budget development and analysis.

• Strong interpersonal and training skills, ability to work in multi-cultural environments.

• Diverse background in operations, with strong understanding of finance, administration, and logistics.

• Experience building personal networks at a senior level for engagement and representation among key coordination bodies and stakeholders.

Languages Required/Preferred:

• Professional fluency in written and spoken English.

Computer/Other Tech Requirements:

• Proficiency with the Microsoft Office Suite, especially Word, Excel, PowerPoint and Outlook.

• Working knowledge of file sharing protocols such as Dropbox, SharePoint, etc., an advantage.

Working Environment: The position is based in Yangon with frequent travel (approximately 50%) required to project field site locations in rural areas of the country and approximately several international trips per year. The security situation in Myanmar is fluid and varies according to region, with regular spikes in violence and insecurity in some states.
