Debt expert/trainer
Result of Service The individual contractor will contribute to the good governance and improve debt management capacities of the MOF Guinea by training the debt officers in the functional use of DMFAS.

Duties and Responsibilities Under the supervision of project manager of the DMFAS Programme, Debt and Development Finance Branch of the Globalisation and Development Strategies Division, UNCTAD, un der the project GUI/0T/IBZ "DMFAS 6 implementation and debt management capacity-building In Guinea", the assignment corresponds to “Activity 1.2.2. Constitution de la base de données du SYGADE" and in collaboration with the debt officers at the Ministry of Finance and Budget of Guinea in the creation of a database on public debt.
The individual contractor will
1. Mission preparation - Read relevant documents pertaining to the mission - Prepare mission workplan in coordination with Project Manager.
2. Preparation of data to be entered - Consolidation of debt stocks with the creditors - Calculation of historic data of all active loans - Debt flows: disbursements, payments of principal, interest and commissions, debt arrears. - Supervise the scanning of existing loan documents as well as other supportive documents (loan statement, disbursement advice, payment advice, etc.) and upload those into DMFAS with the corresponding instrument.
3. Advisory services on database creation - Assist the DMO in the registration of active loans and entering of historical data in DMFAS - Assist the DMO in entering flow data (disbursement and payment transactions as well as other operations) into DMFAS - Assist the DMO in the creation of a set of operational reports on debt stocks, flows and projections - Drafting of procedures specific to the data entry and interpretation of instruments into DMFAS. - Supervise and perform quality control of the data entered by the DMO. - Provide constant hands-on training and advice to the debt officers on the use of DMFAS for debt data registration and recording. - Report any problems to Geneva during the mission - Apply the DMFAS Programme's evaluation tools for training evaluation at the end of the training mission. - Produce a detailed mission report at the end of the mission describing the activities undertaken and results, as well as recommendations
Qualifications/special skills Academic Qualifications: A advanced university degree,Masters, in economics, econometrics, business administration, finance, engineering, computing, statistics or related field. Experience: At least 7 years experience in working and training in developing countries and in training debt officials in the DMFAS system. Knowledge of DMFAS 6 essential. Experience in supporting government officials in registering data and validating the debt database. Language: Fluency oral and written French and working knowledge of English is required
