Duties and Responsibilities At its tenth meeting, in its decision SC-10/6 on DDT (Dichlorodiphenyltrichloroethane), the Conference of the Parties (COP) to the Stockholm Convention decided to initiate, subject to the availability of resources, through the DDT expert group, an intersessional process of consultations with those Parties that are in the DDT register as at 1 January 2023 on a possible phase-out plan; requested the expert group to report to the COP at its eleventh meeting on the prospects for phasing out DDT for those Parties; and decided to evaluate, at its eleventh meeting, the continued need for DDT for disease vector control on the basis of the available scientific, technical, environmental and economic information, including that provided by the DDT expert group. The current consultancy is to prepare the report on the production and use of DDT and its alternatives, support the DDT expert group in its assessment, and support the Secretariat in facilitating the intersessional process of consultations on a possible phase-out plan. Under the general guidance of the Secretariat, the consultant will carry out the following tasks: 1. Prepare a draft report on the production and use of DDT and its alternatives, including draft conclusions and recommendations and a section on the status of the intersessional consultations, for consideration by the DDT expert group, by 21 October 2022. 2. Provide substantive support to the intersessional consultations with those Parties that are in the DDT register on a possible phase-out plan, including development of an initial outline of a draft phase-out plan and participation in meetings, by 21 October 2022. 3. Provide substantive input to the preparations for, participate in, and provide a presentation during the 9th meeting of the DDT expert group, by 10 November 2022. 4. Finalize the conclusions and recommendations, taking into account the discussions during the DDT expert group meeting as well as other feedback received, by 25 November 2022. 5. Finalize the report on the production and use of DDT and its alternatives, including a section on the status of the intersessional consultations, taking into account the discussions during the DDT expert group meeting as well as other feedback received, by 10 March 2023. 6. Provide further substantive support to the intersessional consultations with those Parties that are in the DDT register on a possible phase-out plan, including development of a draft phase-out plan and participation in meetings, by 10 March 2023.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) on a subject related to public health, tropical epidemiology, entomology or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - At least ten years of experience in integrated vector management (IVM), including extensive experience in working on DDT is required. - Specialized/technical knowledge regarding the use of DDT for disease vector control, alternatives to DDT, pesticide management or related areas is required. - Previous work in relation to the Stockholm Convention and familiarity with the work of the DDT expert group is desirable. Language: Fluency in English is required.
