Duties and Responsibilities Background:

UNDRR has been mandated to support the monitoring of the implementation of Sendai Framework for Disaster Risk Reduction 2015 - 2030. To fulfill this mandate UNDRR has developed a web-based online system, the Sendai Framework Monitor (SFM) to enable self-reporting by Member States on the progress of the global, regional and custom indicator system related to the Sendai Framework. Being a custodian agency for the DRR related SDG reporting, UNDRR is responsible for analysing the relevant information (primarily Targets A – E of the Sendai Framework) from the Sendai Framework monitoring process. Additionally, UNDRR has been working to promote disaster loss accounting in countries and to-date disaster loss databases are available in 120 countries and territories. This has a primary contribution to stronger risk governance at the national and local levels. In particular, UNDRR assists Member States to record and analyse disaster trends and their impacts in a systematic manner through an open-source disaster inventory system called DesInventar, which is about 25 years old. This system incorporates both a methodology and software which enables the compilation of detailed and homogeneous loss data about disasters from both a temporal and spatial perspective. With the adoption of the seven global targets and 38 indicators of the Sendai Framework, UNDRR retrofitted the DesInventar system and re-launched it in January 2018, thus strengthening the monitoring process of the said Framework.

Duties and Responsibilities: Under the supervision of the Head of the UNDRR Bonn Office, the consultant undertakes the following duties and responsibilities: - Undertake database management for the Sendai Framework monitor system which will include the extraction, review and cleaning process of the required data snapshot in coordination with the Regional Offices. - Support the optimal data compilation and analysis in response to requests from UNDRR’s regional and other offices and external partners including for the upcoming Annual Report of UNDRR. This will include different types of information e.g, indicator wise reporting, disaggregation data, and country reporting. - Support capacity development initiatives as required on managing disaster related data for internal and external constituencies of UNDRR. This includes supporting a proposed technical workshop and ensuring readiness of training site of DesInventar for purposes of bilateral or multi-party training. It will also include supporting the updating of technical documentation for Sendai Framework monitor and DesInventar system as required for simplified user interface. - Support UNDRR’s ICT team in maintenance of the overall DesInventar system including both the frontend and backend platforms. This will include the following: (a) Undertake bug-fixing and troubleshooting for undisrupted functioning of the system; (b) Provide technical assistance to UNDRR regional offices to support countries in establishment and management of national disaster loss databases based on the DesInventar System; (c) Manage the software upgrades of the DesInventar system as per the latest available technology in line with industry standards and ensuring full compliance with UN security protocols.

Qualifications/special skills Academic Qualifications: Advanced University degree in systems engineering, information science, computer science, management information systems or related area. A first level university degree with a combination of relevant academic qualifications and additional 2 years of experience may be accepted.

Experience: A minimum of 5 years of progressive work experience in data management and analysis including research, data compilation and analysis, report writing and editing is required. Experience in management, including provision of technical support, of monitoring information systems or similar systems is required. Prior experience with the UN system or other international or regional organization is desirable. Knowledge of Postgres, Linux operating systems, Java programming language, Javascript and HTML development is desirable. Understanding of DesInventar platform and its data model is desirable. Familiarity with the Sendai Framework and its monitoring system of targets and indicators and related technical guidance on methodology and data requirements is desirable.

Language: Fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage.
