ABOUT THE ACAPS ANALYSIS HUB

The ACAPS Analysis Hub is a multi-disciplinary team of analysts who work with experts and operational partners to strengthen the evidence base for decision making in humanitarian response. The Hub provides

  • Forward looking analysis, including risk and scenario building
  • Trends analysis, to understand how humanitarian needs are changing over time
  • Thematic analysis, to build a stronger understanding of social, economic, IDPs, local coping mechanisms, gender, marginalisation and other topics relevant to the humanitarian response
  • Capacity building, including training and data and analysis support for operational actors.

OVERVIEW OF THE ROLE

ACAPS is looking for a Data Scientist to provide leadership on data management and web-based tool at the hub. The role will develop and manage data platforms, deliver data analysis products and provide training and technical advice to their colleagues in the ACAPS Analysis Hub, operational partners, and the broader humanitarian response. The Data Scientist will provide technical management of the Analysis hub’s web-based platform and databases.

THE ROLE

Web based platform development and Management:

  • Provide technical leadership on delivering the ACAPS Analysis hub web-based platforms including dashboard using Power BI and Tableau.
  • Support the development of a sustainable, centralised, performance optimized, accessible and productionised database and platform.
  • Provide technical lead on developing Platform (AWS, PostgreSQL and Django) architecture to ensure data security requirements.
  • Conduct technological readiness assessment for the platform if needed.
  • Maintain ACAPS Analysis Hub platform data pipelines and Django framework are stable and production ready.
  • Work with ACAPS data service and developer team to ensure data pipelines can be effectively visualised within the front-end platform interface.
  • Ensure ACAPS Analysis Hub web-based platform remains Web Content Accessibility Guidelines (WCAG) 2.1 compliant.
  • Continued collaboration with relevant stakeholders such as Satellite Applications Catapult to ensure innovative analysis, in areas such as earth observation, is delivered and relevant to ACAPS hub analysis products.

Data Management and Engineering:

  • Systematise ACAPS hub’s quantitative and qualitative data and information.
  • Develop and manage robust databases to maintain data quality and improve analysis.
  • Develop necessary tools to improve the hub data management and engineering.
  • Troubleshooting the data system when needed.
  • Explore and innovate with the ACAPS technical team, to develop new products as required.
  • Contribute to data sharing and data protection protocols for the organisation.
  • Monitor developments in technology of data management and engineering to improve database engineering in conflict affected contexts.

External Representation

  • Building and maintaining partnerships with key stakeholders to ensure partners continue to see the hub as a source of expertise for data management and engineering.
  • Develop new concepts for the extension of the existing projects and contribute to new ideas for additional projects, including maintaining networks to expanding funding opportunities.
  • Provide ongoing advice to donors on the status of the projects and any upcoming issues or opportunities, including solutions to any issues and advise on how to overcomes these to keep the project on time and within budget.
  • Contribute to and develop ACAPS’ technical partnerships from within and beyond the humanitarian sector.
  • Coordinate joint analysis with other key analysis, IM and operational colleagues.

Other

  • Contribute towards learning and innovation within the Hub and Response as a whole.
  • Other relevant duties, as assigned.

WORKING RELATIONSHIPS

The Data Scientist will work closely with ACAPS Analysis Hub data team, ACAPS Data Services team, analysts, technical experts (roster or consultants) and collaborating agencies.

REPORTING LINES

The Data Scientist will report to the Risk and Data Advisor of the ACAPS Analysis Hub.

REQUIREMENTS AND QUALIFICATIONS

Qualifications and experience

  • Post-graduate qualification in Mathematics, Computer Science, Information Management or Statistics. Other degrees with relevant experience may be considered.
  • At least 3 years of proven working experience as a data scientist or similar role.

Professional competencies

  • Experience on both frontend and backend developers’ roles.
  • Experience in leading and coordinating the work of small technical teams (software development, data science).
  • Ability to conceptualize, manage and prioritize multiple projects simultaneously.
  • Expertise on database design development, data mining, data visualisation.
  • Sound knowledge and experience on database management and data visualisation software such as SQL, My SQL, Python, Power BI, etc.
  • Experience and familiarities on AWS, Django Framework, Python, HTML, Java, PostgreSQL, Docker and other relevant technologies.
  • Strong analytical skills with the ability to collect, organize, analyse, and disseminate significant amounts of information with attention to detail and accuracy.
  • Adept at queries, report writing and presenting findings.
  • Fluent written and oral communication skills in English. Arabic language skill a plus.

Position: Data Scientist Coordinator

Supervision of: None

Duty Station: ACAPS, currently hosted at NRC MERO Amman – Jordan

Travel: Upon request, not on a regular basis

Duration & contract type: fixed-term contract until 30.09.2023, likely to be further extended subject to funding availability and individual performance .
