UNDP/ PAPP operates in an extremely volatile environment, which requires flexibility when designing/ applying strategic programmatic frameworks to measure achievements of results. Results Based Management (RBM) is a broad management strategy adopted by UNDP and aimed at achieving improved performance and demonstrable results, which includes good planning, monitoring, evaluation, learning and feeding back into planning. A strong and streamlined RBM system, that moves beyond ensuring compliance with corporate requirements, and uses RBM to inform strategic direction and priorities, as well as programme/ project design and implementation is key to strengthen the organizations overall impact on the development of the State of Palestine.

An RBM Team is being established with the following objectives:

• Ensure adherence to corporate requirements with quality input and in a timely manner; • Ensure timely and quality monitoring and evaluation of projects in compliance with UNDP standards and donor requirements in order to improve programming and achieve results; • Use monitoring and evaluation for organizational learning, to inform management decisions, adjust ongoing programmes and orient future directions; and • Use quantitative and qualitative evidence generated through monitoring and evaluation to prepare quality reports, communicate achievements, position UNDP and mobilize resources.

The RBM Team supports project and programme staff to ensure they apply a common approach, standardized tools, and effective means to plan, monitor and evaluate their projects. Moreover, the RBM Team works closely with other units at UNDP/ PAPP, such as the Communication Unit, and the Business Support Services Centre (BSSC) to ensure the successful achievement of the above-mentioned objectives. The RBM Team, through the RBM Specialist, also acts as the focal point for the RBAS RBM Team and is responsible for coordinating the response to requests/ tasks coming from HQ/ RBAS, Deputy Special Representative, etc.

The RBM Team members are also active members of UNDP/PAPP’s Gender Working Group (GWG) and Gender Equality Seal Task Force (GES-TF). Under the overall guidance of the UNDP/PAPP Special Representative, the GWG acts as a cross-cutting group consisting of representatives across the organization, to guide and support the process of gender mainstreaming throughout programming and operations. Under the umbrella of the GWG, the GES-TF acts as the main coordination mechanism leading the implementation of activities related to UNDP/PAPP’s ongoing participation in the Gender Equality Seal certification process. This includes communicating regularly with the HQ and RBAS Gender Seal Team, liaising with relevant colleagues within UNDP/PAPP to gather evidence and information required for the Gender Equality Seal (GES) certification process, as well as developing the GES Action Plan to be adopted within the framework of the GWG. Gender Equality Seal Task Force (GES-TF).

UNDP/PAPP is seeking a candidate to fill the position of Data, Monitoring and Gender Assistant under the guidance of the Deputy Special Representative and direct supervision of (technical) the RBM Specialist with secondary reporting (Administrative) to the Assistant Special Representative in Gaza. The expected duration of the contract is 6 months and will be conditioned on the satisfactory performance evaluation as well as availability of funding.

Under the direct supervision of the RBM Specialist, the UN Community Volunteer will:

  1. Data collection (50%) - Support the RBM Team in data collection from beneficiaries and implementing partners to inform UNDP/PAPP on needs and satisfaction among communities, particularly women, youth and people with disabilities, including: a. Draft survey questions (Arabic and English), distribute surveys among beneficiaries, follow up and compile respondents with support from the RBM Coordinator in Gaza.
    b. Draft interview guides for Focus Group Discussions at community level and prepare key findings with support from the RBM Coordinator in Gaza. c. Draft interview guides for Key Informant Interviews with implementing partners/ relevant stakeholders and prepare key findings documents with support from the RBM Coordinator in Gaza. d. Support the RBM Coordinator in Gaza in the continuous collection of information and data to inform UNDP’s Transparency Platform (IATI). e. Support the RBM Specialist in the collection of data from programme/project teams to inform UNDP/PAPP’s progress on achieving its 2022 targets of support to the Palestinian people as described in the Palestinian Programme Framework (2018-2022) and UNDP’s global Strategic Plan 2022-2025. f. Support the RBM Specialist in the preparation for UNDP/PAPP’s annual reporting (ROAR), including cross-check of data provided from programme/project teams. g. Other data collection requirements as needed.

  2. Monitoring (30%) – Participate in the RBM Team’s support to programme/project teams in monitoring activities a. Support project teams as needed with monitoring and follow up visits to the locations of project implementation. b. Support the RBM Team’s efforts in ensuring that all gender dimensions are well integrated and tracked in the monitoring activities across projects. c. Support the capturing and documentation of lessons learned and key challenges encountered during implementation, with a special focus on gender. d. Other monitoring requirements as needed.

  3. Gender Equality Seal Task Force (20%) – Support the UNDP/PAPP’s GES-TF coordination to facilitate and enhance the work of the task force, in collaboration with the Gender Focal Point and the Gender Advisor: a. Support in scheduling monthly meetings of the GES-TF and ad hoc meetings when needed, including drafting meeting agenda with inputs from relevant colleagues/members of the GES-TF. b. Participate in the GES-TF monthly meetings, draft Minutes of Meetings (MoM) and circulate within the GES-TF. c. Support GES-TF capacity to monitor implementation of the PAPP Gender Equality Seal Action Plan, including by setting up and updating a monitoring/tracking sheet. d. Actively participate and contribute to the development of the new PAPP Gender Equality Strategy, including by supporting the drafting process.

  4. Perform any other duties as assigned by the Supervisor Furthermore, UN Community Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, the Data, Monitoring and Gender Assistant should dedicate a part of her working time to some of the following suggested activities:

• Strengthen her knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

The duration of the assignment is indicated above with the possibility of extension subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

The current Conditions of Service for national UN Volunteers will apply to UN Community Volunteers as an interim measure until a full review of the national Conditions of Service is undertaken, with the following modifications as per Interim Policy Note on UN Community Volunteers.

UN Community Volunteers are expected to be recruited locally and work within their community, they are therefore not expected to travel to the duty station and are not eligible for a settling in grant. In addition, UN Community Volunteers should not require reintegration back into their locales upon completion of their service. Therefore, there is no entitlement to a resettlement allowance.

The applicable volunteer living allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included.
