OBJECTIVES OF THE PROGRAMME

COVID-19 has taken lives and exacted a toll on individuals, families, communities and entire nations. The pandemic has overwhelmed health systems and badly shaken economies around the world, showing that health and economic outcomes are interdependent. Its effective and efficient control will require sustained public health measures and access to affordable, safe, efficacious, assured quality vaccines, along with therapeutics, diagnostics and other health products. Owing to the unprecedentedly high demand, many countries are facing extreme difficulties in accessing essential medical supplies such as personal protective equipment, mechanical ventilators and diagnostics for COVID-19 disease. It is expected that access to novel COVID-19 health products, once they are available, will most likely be limited by short supply due to insufficient manufacturing capacity coupled with extraordinarily high demand. The world is responding with unprecedented efforts to accelerate the development and production and to ensure equitable access to vaccines, diagnostics and therapeutics for COVID-19 disease. The recently established Access to COVID-19 Tools (ACT) Accelerator is currently the largest global collaboration working to accelerate development and production and to ensure equitable access to new COVID-19 technologies. The WHO Secretariat, following both long-standing and recent mandates from WHO Member States, is being tasked with developing the basis to ensure fair, equitable and timely access to scarce novel or repurposed COVID-19 health products. WHO hosts a support structure known as the ACT-Accelerator Hub. The hub ensures the cross-cutting functions for the ACT-Accelerator.

DESCRIPTION OF DUTIES

Under the supervision of the technical lead for Access and Allocation, the incumbent is expected to:- Participate in the development of a new data mart for the COVID medical products - Support real-time Power BI visualization platform connecting different partner data sources- Support the data management processes across the relevant teams working on access and allocation of COVID-19 products, ensuring the needed links with the work on measuring access to medicines and pricing and affordability of medicines, - Monitor the data model, reference tables and pipelines on MHP data mart; - Assist in the support the expansion of historical SARA surveys, COVID-19 response rapid assessments, and HFA medicines module on MHP mart; - Provide technical input and assistance into the design, development, and maintenance of WHO databases and visualization platforms related to access to medicines and health products, as requested- Support data validation and data loading of historical and current data related to access to and allocation of medicines and health products- Support activities related to optimization of WHO MedMon and related data visualization platform;- Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: First-level university degree in the area of public health, or computer science, data management or closely related field relevant to the position. Desirable: Advanced university degree in one of the fields mentioned above.

Experience

Essential: A minimum of 2 years of experience in data management and developing information products. Experience working with pharmaceutical data WHO, or international organization, and/or UN agency, and/or academic institution. Demonstrated exposure at the international level. Desirable: Experience working in WHO, other international organizations, and/or UN agency, and/or academic institution.

Skills

Demonstrated skills in developing data marts, particularly in the xMART platformo Knowledge of data requirements specific to the area of medicines and health products o Sound knowledge and skills in the area health product data o Excellent communication and language skills o Strong interpersonal skills and proven ability to work in a multi-cultural environmento Strong collaboration skills with international multi-stakeholder Desirable:o Acquaintance with the common WHO medicines and vaccines databases, as well as WHO monitoring tools, such as MedMon, PIEMEDS.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3551 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
