This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

To respond to the multifaceted challenges, UNHCR developed a Multi-Year Multi-Partner Strategy (2018-2020) aiming at attaining effective protection mechanisms for both IDPs and refugees, promoting an integral and coordinated institutional response to the humanitarian crisis, while seeking durable solutions, bearing in mind the special needs of specific groups. However, as the situation is highly dynamic and constantly evolving the Office must on a regular basis adjust its operational planning. The United Nations Volunteer (UNV) will support implementing a Community-Based approach in all interventions planned in UNHCR´s strategy while mainstreaming UNHCR´s Age, Gender and Diversity policy to ensure a differential protection for both IDPs and refugees. It is worth to mention that International UNVs are considered to be an essential part of the labour force within the operation, and they have assignments equally meaningful and important as the ones that are performed by regular UNHCR Staff members. During his/her assignment, the United Nations Volunteer will have to liaise with Colombian Institutions, other UN agencies, Donors Embassies and International NGOs, as well as support partner organizations, mostly National NGOs and Community Based Organizations. His/her labour would contribute to implement UNHCR´s strategy and better respond to the protection needs of both IDPs and refugees

Under the direct supervision of the Interagency Coordination Associate, the UN Volunteer will undertake the following tasks:

Coordinate data and information management activities: -Participate in the data and information management team and activities of the GIFMM -Support the collection, storage, management and protection of data. -Ensure consistency of data and results for offices covered by the sub region, including cross border analysis and response. -Take part the relevant IM network (internal and external) on refugee. IDP, etc and related issues. -Support data security, data protection and responsible data-sharing.

Support units and offices in the sub region with data and information management; -Support the analysis of primary and secondary data for interpretation and evidence-informed decision mak-ing. -Support the monitoring of data and information management activities in offices for integrity, veracity, relia-bility and credibility and compliance with policies. -Provide technical and training support to team members -Support assessments and situational analysis process with analytical frameworks, data collection, and anal-ysis (standards, methodologies). -Support monitoring by providing quality assurance to the monitoring methodologies, data collection and analyses. -Help consolidate data and information for offices covered by the sub region -Undertake data management activities (definition of needs, data collection, analysis, storage and dissemina-tion) -Develop information management products such as indicators, templates, maps and dashboards. -Undertake geospatial and statistical analysis. -Provide population movement tracking systems and other population data systems. -Support web-based data portals. -Support solutions for meeting ‘communication with communities’ information and data needs.

Work in close collaboration with: -All staff to further data literacy and assist in interpretation the data; -Programme staff on the data and information aspects of assessment, targeting and monitoring (three most data driven aspects of the OMC); -Cluster coordinators and partners on data and information needs in UNHCR-led cluster operations, including HNO and HRP processes. -Inter-agency staff on the development, coordination and monitoring of country and/or regional responses plans; -Protection staff on the design, implementation and analysis of protection and case monitoring systems; -Sectors technical experts on the methodologies, formats, storage and dissemination of sectoral data and information, including cross sector analysis. -Senior management to understand and serve their information and knowledge needs. -Perform other related duties as required.

Furthermore, UN Volunteers are required to: •Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); •Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; •Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; •Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; •Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; •Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possi-ble.

•UNHCR country office has sufficient administrative assistance and support in routine ser-vices and activities within Programme Section thus better able to meet the needs of persons of concern. •Implementing Partner (IP) agreements are established in a timely manner, regularly moni-tored and reported on in compliance with established guidelines and procedures.

Living conditions in any of the UNHCR Colombia destinations, including Medellin, are generally good. There is a wide variety of activities in these cities, from sightseeing, theater, cinema, cultural and sports activities, and restaurants offering typical local and regional food, as well as international cuisine. Medical services in the main cities (clinics and private hospitals) are available. Visitors are advised that some clinics require an initial payment before admitting a patient, even in emergency situations. Visitors should take medical precautions and should seek advice before traveling. Travelers to the areas of Urabá, Chocó, Córdoba, Putumayo, Vichada, Guainía, Guaviare, Meta, Amazonas, Casanare, Vaupés, Norte de Santander, and Caquetá should have certificates of vaccination against yellow fever, malaria, measles, and chickenpox, as some airlines require passengers to carry such documents. Rural areas continue to be affected by the activities of illegal armed groups (ELN, and recently emerging armed groups) and by clashes between them and the Colombian Armed Forces. Upon arrival in Bogota, all visitors should contact the United Nations Department of Safety and Security (UNDSS) and receive a security briefing for temporary or permanent deployment in Colombia. Each UN agency is responsible for allowing their respective staff members to attend the security induction conference. For all visitors and newly assigned staff members it is mandatory to complete the "Basic Field Security" and "Advanced Field Security" courses.
