The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child Protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, SAD, Kirkuk, Mosul, and Anbar.

JOB OVERVIEW/SUMMARY:

The International Rescue Committee Iraq Office is seeking a qualified staff member to assist the country team in support and administrative functions for the protection program in Anbar, Under the direct supervision of the Protection/ and or legal Team Leader and Protection and Rule of Law Manager, the Data Entry Support Officer is responsible providing for the development, performance, integrity, and security of the Protection & Rule of Law program databases. She/he is expected to perform all sort of database related work including data entry, data clean up, database management, and statistical reporting.

MAJOR RESPONSIBILITIES:

Ø Support PROL team in documenting and reporting on program and client activities.

Ø Ensure forms, databases, and record keeping comply with international and IRC standards of working with the highest levels of confidentiality.

Ø Support PROL staff with the entering all clients, activity, and program related data in a timely and accurate manner using approved databases.

Ø Develop and manage filing system/ Commcare for PROL reports and records.

Ø Cross check data with hard tools and correct errors.

Ø Report any logical error or missing data to relevant staff.

Ø Ensure incident report forms and activity reports are collected from the field staff, reviewed for completeness, and entered in timely manner.

Ø Ensure the immediate input of data into IRC database.

Ø Maintain hard copies of reports/ legal cases to be organized in files.

Ø Modify existing data tracking sheets and databases according to requirements as led by the Information Management team.

Ø Ensure data security and accuracy of data entry.

Ø Maintain the entered data and ensure that data can be tracked / reconciled easily, in accordance with IRC policies and protocols. Summarize the entered data in the form of statistical reports as appropriate.

Ø Test databases, correct errors, clean up data and make necessary modifications.

Ø Work with Information Management department to develop and control user access permissions for each segment of database according to program management specifications.

Ø Set up new tracking systems and Excel databases as needed to document and record PROL program activities.

Ø Attend PROL and IRC meetings and trainings as needed and as requested by supervisor.

Ø Responsible about cash advance and liquidation, at the beginning of each month prepare cash advance for the team, complete approvals, follows up with finance, and at the end of each month coordinate about closing these payments and doing the liquidation.

Ø Assisting the protection program and other staff in raising PRs and provide them with estimated prices as required.

Ø Work in close relation with the administrative officers for the PRs follow-up.

Ø Follow up with finance department and field coordinator about all pending and approved payments.

Ø Coordinate with IT Officer and Protection Manager regarding procurement of IT related equipment for the Protection program.

Ø Working closely with HR about program staff leaves, timesheets, clearances, daily attendance, ID badges, facilitations letters, PME’s.

Ø Prepare and update an excel sheet shared with the Logistic department for supplying and distribution protection staff with stationary, attendees’ sheet, procurement plan.

Ø Update the main information about IRC Protection Staff on a Tracking Sheet including staff name, position, location, ID number, T7, original start date, end date, contract renewal date, end date, monthly gross salary, end of probation period, performance evaluation, mobile number, IRC email, personal email /update weekly.

Ø Work closely with Protection manager and HR with everything related to change status process for the program staff.

Ø Minutes of Meeting: support the Protection Manager in taking minutes during meetings if necessary.

Ø Any other duty as requested by the Protection Manager and /or Protection Coordinator or Sr Protection Manager.

KEY WORKING RELATIONSHIPS:

Ø Position Reports to: Protection & Rule of Law Manager.

Ø Position directly supervises: NA.

Ø Other Internal and/or external contacts:

· Internal: close collaboration with other PROL staff particularly field-based PROL Managers and Senior Managers, other IRC Iraq programs (Economic Recovery and Development (ERD), Children and Youth, Protection and Development (CYPD), and WPE), Grants, Supply Chain, HR and Finance Departments. Specifically, with IMS staff in other programs.

· External: close collaboration with other humanitarian actors and local implementing partners, UN agencies, government, and service providers

Qualifications

- University Degree with 2 years of relevant working experience.

- Familiar with the protection work. - Ability to work independently and part of a team. - Good interpersonal, organizational, and time management skills. - Ability to maintain the highest degree of discretion. - Ability and willingness to work and travel throughout Iraq. - Strong written, oral Arabic and intermediate English language. - Strong organizational and computer skills, practically with Word and Excel. - Detail oriented and ability to multitask.

Work Experience:

· Two years’ experience working in human rights, protection field, preferably with humanitarian INGO.

· Experience developing and managing databases and conducting statistical analysis and reporting

- Strong understanding of case management.

Demonstrated Skills and Competencies:

· Excellent reporting skills using Excel and extracting information from the master database and running reports.

· Demonstrated capacity for working effectively in a diverse and multi-disciplinary team environment

· Advanced knowledge and skills in Microsoft Excel, including creating tables and forms, data analysis, online data collection, using pivot tables, and charting/visualizing data.

· Strong attention to detail and excellent data entry skills

· Excellent communication and presentation skills

Language Skills: Fluency in spoken/written Arabic and English is preferred.
