Result of Service The ultimate result of the services is to update social expenditure monitor tool in Member States using the latest budget laws as well as update background materials related to SEM such as SEM manuals, mapping bridge tables, data analysis files and presentations.

Work Location Beirut

Expected duration 4 months between July and October 2022.

Duties and Responsibilities ESCWA is currently implementing the Development Account project on Social Expenditure Monitor (SEM) for Arab States. The overall vision of the project is to support member States in fiscal policy and budgeting towards making public social expenditure more equitable, efficient and effective in coherence with their macroeconomic policy. The SEM tool was constructed for 8 Member States including Tunisia, Jordan, Egypt, Lebanon, Morocco, Oman, Sudan and Iraq.

The IC will be in charge of updating data for the SEM tool for existing Member States, and compile data for new Member States when available and per the latest budget updates by countries. The tasks will contribute to developing and expanding the SEM tool across countries to develop capacities in analyzing of social expenditure towards more efficiency and effectiveness. To this end, the IC is expected to empirically analyze and draft SEM country profiles accordingly. and support Arabic/English translation of economic documents or related material when necessary. The IC will rely on desk research, data collection and review in coherence with fundamental concepts of SEM methodology. The IC is also expected to carry on adhoc assignments as requested by the supervisor(s).

Qualifications/special skills Academic Qualifications: Bachelor's degree in statistics, economics, business administration or social science is required. Experience: Knowledge of economic development issues of Arab countries is an advantage. Fresh graduates with excellent academic record are encouraged to apply. Good knowledge in economic/statistics research and data analysis, together with strong drafting skills in English is desirable. Language: Excellent command of English and Arabic is required.
