OBJECTIVES OF THE PROGRAMME

The Division of Data, Analytics and Delivery for Impact supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making inMember States. It's goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence informed policy decisions. The monitoring of WHO's GlobalProgramme of Work 13 2019-2023 (GPW 13) Impact Framework is also a key function.

The Department of Data and Analytics is responsible for monitoring progress on the GPW 13, strengthening country health information, data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics. It also serves as Division focalpoint for collaboration with other departments with regard to primary data generation efforts and analysis. It undertakes analyses of health trends and determinants. The WHO has undertaken multi-country studies to obtain reliable and valid data related to measures of population health, risk factors,coverage, responsiveness of health systems and social capital. The scope of these multi-country studies has been expanded to include special population groups such as older adults and health examination and longitudinal cohort studies. The programme will continue to develop state-of -the art methods to measure health and health related outcomes and their determinants in order to provide the best available comparable evidence for health policy.

DESCRIPTION OF DUTIES

1. Support DDI's implementation of WHO's GPW 13 impact framework in countries.

2. Assist DDI's efforts to improve the measurement of health outcomes and their determinants with regard to the monitoring of the GPW 13 impact framework, UHC and the Sustainable Development Goals (SDGs).

3. Contribute to statistical and data management, including developing, maintaining and curating data sets.

4. Prepare substantive statistical and analytical reports of health and health-related outcomes and their determinants to provide the evidence to inform policy.

5. Participate in the support to country partners in statistical and data management and develop capacity for statistical and data analysis among country partners.

6. Analyze data sets for inter-country comparisons of health and health-related outcomes across different sub-populations.

7. Participate in the preparation of grant applications to different funding agencies for multi-country studies.

8. Participate in training and workshops dealing with statistical programming and data analysis in countries participating in studies being coordinated by the team.

9. In co-ordination with other team members, participate in the preparation of articles, manuscripts and presentations, with priority on projects mentioned above for information sharing, scientific conferences and peer-reviewed journals.

10. Perform other duties as required by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in the area of epidemiology, demography, statistics, data science or closely related field. Desirable: Advanced university degree related to epidemiology, demography, statistics or data science.

Experience

Essential: At least two years relevant experience in the analysis of data on population health. Experience in writing technical reports and papers and clear understanding of research methods and epidemiological / demography /statistical principles. Desirable: Demonstrated experience in quantitative analyses of health and health related outcomes and their determinants in household surveys,administrative data sources, censuses, etc.; work and training experience in developing countries; familiarity with WHO policies, strategies and activities related to measurement of health outcomes and determinants of health. Experience within WHO or another UN international organization. Exposure at the international level.

Skills

Proven skills in statistical and data analytical techniques,including multivariate regression, using a range of data sources. Excellent knowledge and experience of R and other statistical applications such as STATAand SAS. Ability to work in a flexible manner under pressure to meet deadlines.Ability to work in a collaborative manner. Clear understanding of data science and statistical methodologies. Clear understanding of research methods and epidemiological / demography / statistical principles.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3404 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
