Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Food and Agriculture Organization of the United Nations in Bangladesh has been providing Technical Assistance (TA) to the Government of Bangladesh through several projects have components of livestock production. FAO Bangladesh has been planning to provide TA to the implementation of Livestock and Dairy Development Project (TA-LDDP) of the Department of Livestock Services (DLS), Ministry of Fisheries and Livestock. FAO Bangladesh will recruit a Data Analysis and MIS Specialist for the upcoming UTF project with LDDP.

Reporting Lines

The Data Analysis and MIS Specialist is an SC 8 position and will work under the overall supervision of the FAO Representative in Bangladesh, and direct supervision of the Project Team Leader. The Data Analysis and MIS Specialist keeping close liaison with the Project Director and the Chief Technical Coordinator (CTC) of LDDP and other relevant project staff, the representative of partner organization of public, private or development organization or the field staff work for the implementation of project activities, and following technical supervision of the LTO and guidance of the AGAG will undertake the following:

Tasks and Responsibilities

  • Coordinate project activities with local stakeholders, including livestock, environment, FAO, farmer groups/producer organizations;
  • Provide guidance for the active collection of information and relevant samples during project activities; and assist in providing solutions and tools and platforms for field data collection and data storage/collation/analysis and provide guidance and training on the use of these tools;
  • Developing software based operating procedures for conducting field-based research and data collation and establishment of digital M&E system for the LDDP
  • Support the conduct of Webinar/Training/ meeting and of integration of partner organization;
  • Support establishment of virtual marketing for live animals and animal products
  • Travel to the field to ensure the quality of data and to coordinate field-based data collecting activities
  • Analyse data received through various the reporting systems/mechanisms and prepare reports;

  • Review data collection forms, data flow diagrams, revise data elements as necessary to align with the result frame-work of the LDDP;

  • Contribute to analysis to harmonize reporting systems and electronic data platforms;

  • Additional tasks as assigned by the FAO-TEAM.
  • Develop web-based MIS that will fulfil the requirement of projects’ M&E System using the KOBO/ODK or any other user-friendly open-source software with consultation of M&E and project implementation team;
  • Roll-out and implement timely baseline data collection application/database
  • Assist in conducting training and provide technical support to the LDDP and field staff on application of mobile/tablet devices, offline and online data capturing options and data transferring device (tablet/mobile to device (laptop/PC/Server) ;
  • Oversee and ensure smooth functioning of the MIS updates, standards and procedures at the field level as per requirements from M&E;
  • Ensure support to data synchronizing, data transmitting, recovery, data scripting, identifying and removing data conflict, database back up, subscription and device updating;
  • Compile and aggregate data/information and produced system based monthly, quarterly, six monthly report as per requirement of M&E and other technical consultants;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Higher degree in Information and Communication Technology, computer science and engineering, Mathematics/Statistics/Agricultural Economic with ICT major;
  • Post-Graduate Diploma in agricultural Information Technology or Management Information System will add further value
  • A minimum of 5 years of professional-level experience in management of data or analytical systems is required;
  • Demonstrated knowledge and understanding of livestock value chains in the socioeconomic and agro-ecology of Bangladesh and training and/or experience of using MIS tools which demonstrates performing of above duties;
  • Experience in the design of agricultural experimentations, translating data into practices, briefing documents or presentations, application software, data management systems, including communications, online learning, and capacity building are preferred;

Technical/Functional Skills

  • Experience translating statistical, regression and visualization results into reports, briefing documents or presentations, application software, data management systems, including communications, online learning, and capacity building are preferred;
  • Data analysis using statistical software ;
